Substitute resolution relative to application, acceptance and funding of the Breast and Cervical Cancer Screening Grant.
Analysis
This resolution authorizes the Health Department to apply for, accept and fund a Breast and Cervical Cancer Grant project from the State of Wisconsin Division of Health and Family Services in the amount of $131,736 grantor share.  The purpose of the project is to increase the number of low-income and under-served women 50 years of age and older to be screened for breast and cervical cancer and improve the quality of screening, referral and follow-up.
 
BODY
Whereas, The City of Milwaukee appears to be eligible for grant funds from the State of Wisconsin Division of Health and Family Services for breast and cervical cancer screening, referrals and follow-ups for low-income and under-served women 50 years of age and older; and
 
Whereas, The operation of this grant project from 10/01/02 to 09/30/03 (CFDA #93.399) would cost $131,736 provided by the grantor; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that application to the State of Wisconsin Division of Health and Family Services is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 940843 (Grant Ordinance); and, be it
 
Further Resolved, That the City Comptroller is authorized to:
 
1.  Commit funds within the Project/Grant parent accounts of the 2002 Special Revenue-Grant and Aid Projects Fund, the following amounts for the program titled Breast and Cervical Cancer Screening Grant:

Further Resolved, That these funds are budgeted to the Health Department which is authorized to:
 
1.  Expend from the amount appropriated sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
 
2.      Expend from the 2002 grant budget funds for training and out-of-town travel by departmental staff;
 
3.      Enter into subcontracts and leases as specified in the grant budget.

Further Resolved, That the Common Council directs that the 2002 Positions Ordinance, C.C. File 010468 should be amended as follows:

Amend footnote (JJ) as follows:
