Substitute resolution relative to application, acceptance and funding of the Refugee Health Screening Grant.
Analysis
This resolution authorizes the Health Department to apply for, accept and fund the Refugee Health Screening Grant project from the State of Wisconsin Division of Economic Support in the amount of $135,500 provided by the grantor. The purpose of the grant is to aid the Tuberculosis Control Clinic in its services to refugees.

Whereas, The City of Milwaukee appears to be eligible for grant funds from the State of Wisconsin Division of Economic Support to aid the Tuberculosis Control Clinic in its services to refugees; and
Whereas, The operation of this grant project from 10/01/06 to 09/30/07 would cost $135,500 provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application to the State of Wisconsin Division of Economic Support is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 030712 (Grant Ordinance); and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2006 Special Revenue Grant and Aid Projects Fund, the following amount for the project titled Refugee Health Screening:

2. Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project Grant Levels; budget against these Project/Grant values the amounts required under the grant agreement; and, be it
Further Resolved, That these funds are budgeted to the Health Department which is authorized to:
1. Expend from the amount budgeted sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
2. Expend from the 2006 grant budget funds for training and out-of-town travel by departmental staff;
3. Enter into leases and subcontracts as detailed in the grant budget; and
4. Expend from the 2006 grant funds for equipment as deemed necessary for program operation.

Further resolved, That the Common Council directs that the 2006 Positions Ordinance C.C. File Number 050457, should be amended as follows:
Amend footnote (BB) to read as follows:
To expire 9/30/07 unless the Refugee Health Screening Grant is extended. Partially funds Health Interpreter Aide position.
