Substitute resolution designating South 6th Street from West Howard Avenue to West College Avenue as "The Green Corridor".
Analysis
This resolution designates South 6th Street from West Howard Avenue to West College Avenue as "The Green Corridor."  
Body
Whereas, South 6th Street from West Howard Avenue to West College Avenue is located in the heart of the 13th Aldermanic District known as the Garden District; and
 
Whereas, South 6th Street runs the length of Business Improvement District #40 (Airport Gateway); and
 
Whereas, Business Improvement District #40 hopes to foster green business development in the area and highlight Milwaukee's green efforts when promoting Aerotropolis Milwaukee; and
 
Whereas, Existing sustainable assets along South 6th Street include:
 
1.  The community garden sponsored by the Milwaukee County University of Wisconsin-Extension at West Howard Avenue.
 
2  The extension of the community garden along South 6th Street from West Howard Avenue to West Plainfield Avenue sponsored by the Garden District Neighborhood Association through an agreement with Milwaukee County.  
 
3.  Sustainable boulevard signature landscape beds at West Layton and South Howell Avenues.
 
4.  Five public plantings along South 6th Street by maintained by neighborhood associations and the development of a 10,000 - plant rain garden in Holler Park located on at 5151 South 6th Street.
 
5.  The establishment of the Energy Exchange, a nonprofit organization dedicated to educating businesses, municipalities and homeowners about stormwater best management practices sponsored by Simon Landscape, Inc. and American Rivers, a conservation organization dedicated to the protection and restoration of the nation's rivers.
 
6.  The maintenance of more than 7,500 square feet of permeable pavement, 4,000 square feet of green roof, 1,100 square feet of bioswales and rain gardens, and two 1,000-gallon rain harvesters and rain barrels by the Energy Exchange, located at Simon Landscape's headquarters on South 6th Street.
 
7.  The conversion of Lindner Logistics, located at 6055 South 6th Street, to a runoff-neutral property.
 
8.  Installation of a green roof  at the Islamic Society of Milwaukee Community Center located at 815 West Layton Avenue.
 
9.  The planned installation of bioswales at the General Mills plant located at 4625 South 6th Street.
 
10.  The installation of bioswales and prairie plantings at General Mitchell International Airport Amtrak Station located at 5601 South 6th Street.  
 
11.  The planned installation of small bioswales scattered along this 3-mile section of South 6th Street between curbs and sidewalks to absorb rain water instead of sending it into storm sewers by the Department of Public Works.

Whereas, 39 individuals from various governmental, advocacy, business and neighborhood associations have considered making South 6th Street "The Green Corridor"; and
 
Whereas, These individuals have been meeting since January of 2011 and have formed an 8-member steering committee, to brand and establish "The Green Corridor" as a showcase sustainable complete street; and
 
Whereas, The mission of this steering committee is to develop "The Green Corridor" on South 6th Street as both a physical place and a process for achieving sustainability goals in order to leverage relevant resources and knowledge to showcase a full range of sustainable technologies and innovation; and
 
Whereas, This steering committee has targeted dozens of possible green developments  along South 6th Street; and
 
Whereas, The purpose and goals of this steering committee for South 6th Street include:
 
1.  Serving as a living laboratory to demonstrate green technology and innovation relative to water quality and quantity, smart energy, air quality, and green job creation.
 
2.  Educating businesses and residents about sustainable technology best practices and encouraging their application in commercial and residential sectors.
 
3.  Enhancing Milwaukee's image as a sustainability leader and the Garden District as a model for community sustainability.
 
4.  Beautifying South 6th Street and surrounding areas with increased landscaping.
 
5.  Building and expanding partnerships to continue to evolve "The Green Corridor."
 
6.  Supporting the area's Aerotropolis efforts.

Whereas, The Department of Public Works-Operations Division has prepared a plan for South 6th Street from West Howard Avenue to West College Avenue titled, "S. 6 St. as the Green Corridor: Designation Plan", a copy of which is attached to this file; and
 
Whereas, Designation of this portion of South 6th Street as "The Green Corridor" does not indicate the street is now a complete, sustainably designed "green" street, but rather the designation signifies community support for leveraging resources and efforts with the goal of making continuous improvements to the corridor's sustainability; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that South 6th Street from West Howard Avenue to West College Avenue is designated as "The Green Corridor."
