Resolution authorizing expenditures of $309,200 for 1998 relative to the Milwaukee AIDS Initiative. (Health Department)
ANLS:
This resolution authorizes expenditures from a special purpose account relative to the Milwaukee AIDS Initiative.
BODY:
Whereas, The 1998 City of Milwaukee budget includes an AIDS initiative special purpose account of $309,200; and
Whereas, The 1998 City of Milwaukee budget included a footnote expressing the intent of the Common Council that no expenditures be made from the AIDS initiative special purpose account (Account Number 01-076-8001) until the following has been done:
1. An expenditure plan is submitted to the Common Council for the following agencies and amounts: AIDS Resource Center of Wisconsin-Lifepoint ($40,000); Milwaukee Indian Health Board ($35,000); STD Specialities ($35,000): United Migrant Opportunities Services ($35,000); YWCA ($15,000); Black Health Coalition ($25,000); Institute for Child and Family Development ($30,000); Planned Parenthood ($25,000); AIDS Resource Center of Wisconsin-Youth ($34,600); and United Community Center ($34,600);
2. The expenditure plan details services to be provided and program evaluation criteria and the Health Department comments to the appropriate standing committee regarding the services and program evaluation plans;
3. The expenditure plan is approved by the Common Council; and
Whereas, The Health Department has furnished the Common Council with the required expenditure plan for the remaining six months of 1997 and all of 1998, including all specified information, for the following agencies: AIDS Resource Center of Wisconsin-Lifepoint ($40,000); Milwaukee Indian Health Board ($35,000); STD Specialties ($35,000): United Migrant Opportunities Services ($35,000); YWCA ($15,000); Black Health Coalition ($25,000); Institute for Child and Family Development ($30,000); and Planned Parenthood ($25,000) and that expenditure plan was attached to Common Council File 970347; and
Whereas, the Common Council of the City of Milwaukee accepted and approved the expenditure plan for the above listed agencies in Common Council File 970347; and
Whereas, The Health Department has furnished the Common Council with the required expenditure plan for 1998, including all specified information, for the AIDS Resource Center of Wisconsin-Youth ($34,600) and the United Community Center ($34,600) and that expenditure plan is attached to this file; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee that the Common Council accepted and approved the expenditure plan, attached to file 970347, for AIDS Resource Center of Wisconsin-Lifepoint; Milwaukee Indian Health Board; STD Specialties: United Migrant Opportunities Services; YWCA; Black Health Coalition; Institute for Child and Family Development; and Planned Parenthood which details services to be provided and program evaluation criteria; and, be it
Further Resolved, That the Common Council accepts and approves the 1998 expenditure plan attached to this file for the AIDS Resource Center of Wisconsin-Youth and United Community Center; and, be it
Further Resolved, That the Common Council directs the release of the $309,200 in the 1998 City budget special purpose account for AIDS initiative (Account Number 01-076-8001) for the year 1998; and, be it
Further Resolved, That the $309,200 in the 1998 City budget special purpose account for AIDS initiative (Account Number 01-076-8001) shall be deemed appropriated to the Health Department for the specific municipal public purpose intended in the budget, and for no other departmental purpose.
