Title

A substitute ordinance to further amend the 2025 rates of pay of offices and positions in the City Service.

 

Analysis

This substitute ordinance changes the rates of pay in the following departments:

Common Council-City Clerk, Department of Employee Communications, Fire Department, Library, Police Department, Department of Public Works (Infrastructure Services Division)

 

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1.  Part 1 of ordinance File Number 230764 relative to rates of pay of offices and positions in the City Service is hereby amended to reorder pay range charts to correct alphabetization of titles as follows (Effective Pay Period 1, 2025 - December 22, 2024):

 

See attached “2025 Salary Ordinance (Effective Pay Period 1, 2025)”.

 

Part 2.  Part 1, Section 2 of ordinance File Number 240764 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 22, 2024 - October 13, 2024)::

 

Under Pay Range 2NX, add the title of “Policy and Administration Director (4)”.

 

Part 3.  Part 1, Section 2 of ordinance File Number 240764 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 2, 2025 - January 5, 2025): 

 

Under Pay Range 2EN, delete the title of “Library Volunteer Coordinator (1)”.

 

Part 4.  Part 1, Section 3 of ordinance File Number 240764 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 22, 2024 - October 13, 2024):

 

Under Pay Range 3TN, delete footnote designation (3) from the title of “Public Works Inspector II (1)(3)(4)”, delete footnote (3) in its entirety, and renumber remaining footnotes accordingly.

 

Part 5.  Part 1, Section 4 of ordinance File Number 240764 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 22, 2024 - October 13, 2024):

 

Under 4LN - Pay Range 836, delete the title of “Lieutenant of Police (1)(2)(3)(4)(5)(6)(7)(8)” and add the title of “Police Lieutenant (1)(2)(3)(4)(5)(6)(7)(8)”.

 

Part 6.  Part 1, Section 4 of ordinance File Number 240764 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 26, 2024 - December 8, 2024): 

 

Under Pay Range 4MX, delete the title of “Battalion Chief, Fire (1)(2)(3)” and delete footnotes (1), (2) and (3) in their entirety.

 

Under Pay Range 4OX, delete the title of “Deputy Chief, Fire (1)(2)(3)” and delete footnotes (1), (2) and (3) in their entirety.

 

Under Pay Range 4QX, delete the title of “Inspector of Police (1)” and delete footnote (1) in its entirety.

 

Under Section 4, Protective Services, add new Pay Range 4SN to read:

(1)                     Effective Pay Period 10, 2022, employees who hold and Emergency Medical Technician II (EMT- II) license shall receive a 5% biweekly non-base building, non-pensionable premium payment.  This premium shall be calculated as 5% of the employee’s applicable annual base salary.  The first $1,500 of this amount shall be included in an employee’s final average salary solely for the purposes of computing pension benefits.

(2)                     Effective Pay Period 10, 2022, employees who hold an EMT-II Certification, and who remain available for assignment as a paramedic, shall be eligible for a 1%, non-base building, but pensionable supplement, payable on a biweekly basis.

(3)                     An employee promoted to this title will be paid at the step that is higher than the employee’s previous rate of pay. An employee promoted into this title may be placed at any rate in the pay range with the approval of the Labor Negotiator and the Chair of the Finance and Personnel Committee.

 

Under Section 4, Protective Services, add new Pay Range 4TN to read:

Part 7.  Part 1, Section 8 of ordinance File Number 240764 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2025 - December 22, 2024): 

 

Under Pay Range 8AN, add the title of “Library Security Guard (10)(11)” and add new footnotes (10) and (11) to read:

 

(10)                      Recruitment is at:

 

Biweekly                     1,655.23

Annual                                           43,035.98

 

(11)                      Employees will receive an additional 5% incentive for lead work.

 

Part 8.  Part 2, Section 9 of ordinance File Number 240764 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 22, 2024 - October 13, 2024): 

 

Under Part II, Section 9: Supplemental Pay Practices, replace the paragraph labeled “B.  12 Hr Differential Compensation:” to “D.  12 Hr Differential Compensation:”; and replace the paragraph labeled “C.  Reporting Pay (Call-In/Show-Up Pay):” to “E.  Reporting Pay (Call-In/Show-Up Pay):”.

 

Part 9.  Part 2, Section 9 of ordinance File Number 240764 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 2, 2025 - January 5, 2025): 

 

Under Part II, Section 9: Supplemental Pay Practices, amend paragraph E. to add the following language at the end as part of the bullet pointed eligible employee list:

 

                     Eligible employees in the Department of Emergency Communications who are required to report for detailed system assessment and resolution.

 

Part 10.  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.

 

Part 11.  The provisions of Parts 2, 4, 5, and 8 of this ordinance are deemed to be in force and effect from and after Pay Period 22, 2024 (October 13, 2024).

 

Part 12.  The provisions of Part 6 of this ordinance are deemed to be in force and effect from and after Pay Period 26, 2024 (December 8, 2024).

 

Part 13.  The provisions of Parts 1 and 7 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2025 (December 22, 2024).

 

Part 14.  The provisions of Parts 3 and 9 of this ordinance are deemed to be in force and effect from and after Pay Period 2, 2025 (January 5, 2025).

 

The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.

 

Part 15.  This ordinance will take effect and be in force from and after its passage and publication.
