This resolution appropriates $16,148.58 from the 1998 Common Council Contingent Fund, Account Number 09-8000, to the Department of Administration's fund, "Minority and Disadvantaged Business Joint Certification", to replenish funds used for payment of certain invoices related to the City's participation during 1994, 1995 and 1996, and to restore the fund to the City's 1998 budgeted commitment of $80,000 to the Joint Certification Program.
BODY:
Whereas, The City has participated in the Joint Certification Program since the mid-1980's as a way of increasing local government contracting opportunities for firms owned by minorities and disadvantaged persons; and
 
Whereas, Participating local governments have agreed to share many of the costs of operating this program, which is operated by Milwaukee County; and
 
Whereas, The Common Council adopted Resolution File Number 971637 on March 3, 1998, authorizing payment of certain invoices in the total amount of $23,644.60 related to the City's participation in the program during 1994, 1995 and 1996; and
 
Whereas, File Number 971637 directed expenditure of $16,148.58 from the Department of Administration's 1998 special fund, "Minority and Disadvantaged Business Joint Certification", for payment to Milwaukee County of invoices for said purpose, and an existing encumbrance of $7,496.02 in Account Number 01-151-8004 was also applied to Milwaukee County for payment of these invoices, bringing the total payment to $23,644.60; and
 
Whereas, The City's total budget commitment to the Joint Certification Program in 1998 is $80,000; and
 
Whereas, It is necessary to replenish funds already used towards payment of said invoices; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that $16,148.58 is appropriated from the 1998 Common Council Contingent Fund, Account Number 09-910-8000, to the Department of Administration's fund, "Minority and Disadvantaged Business Joint Certification.
