Analysis

This resolution directs the Department of Administration - Intergovernmental Relations Division to lobby for state legislation allowing the transfer of the portion of sales tax revenue generated in Milwaukee and currently appropriated to the Southeast Wisconsin Professional Baseball District to the City of Milwaukee for its protective services. The resolution further requires the City to maintain a minimum level of funding for its Police and Fire Departments, set at a point halfway between the 2016 and 2017 budget levels. The transfer shall be authorized only by binding referendum approved by voters.

 

Body

Whereas, The Southeast Wisconsin Professional Baseball Park District generates sales tax revenue of approximately $18 million within the City of Milwaukee; and

 

Whereas, The City of Milwaukee provides protective services by the Police and Fire departments for events and activities surrounding baseball games and commerce related to baseball games; and 

 

Whereas, Protective services are an essential function of the City and ensure the safety of residents and visitors before, during, and after baseball games; and

 

Whereas, The 2017 budget for the Fire and Police Departments increased by $34.8 million as compared to 2016; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration - Intergovernmental Relations Division is directed to seek introduction and passage of legislation to transfer that portion of sales tax revenue generated within the City of Milwaukee and currently appropriated to the Southeast Wisconsin Professional Baseball Park District to the City of Milwaukee; and, be it

 

Further Resolved, That all such revenue shall be apportioned by the City of Milwaukee to its protective services, namely its Police and Fire Departments; and, be it

 

Further Resolved, That, in addition to the revenue provided by this transfer, the City of Milwaukee shall be required to maintain a minimum level of funding for its Police and Fire Departments, set initially at an amount that is halfway between each department’s 2016 and 2017 levels with non-sales tax revenue, as appropriated in that year’s budget and then adjusted annually by an amount equivalent to the Consumer Price Index; and, be it

 

Further Resolved, That no such transfer shall be authorized unless voters within the City of Milwaukee approve it by binding referendum; and, be it

 

Further Resolved, That Common Council File Number 160538 is amended by inserting the following item in the document attached to the file and identified as “2017-2018 State Legislative Package Proposals”:
