Substitute resolution authorizing funding for the City of Milwaukee's 1997 Weed & Seed Program (also known as the Community Security Partnerships Grant) from the U.S. Department of Justice.
ANLS:
This resolution amends Common Council File 961919 relative to application, acceptance and funding of the 1997 Weed & Seed Program. The purpose of the program is continue the operation of the Safe Haven activity related to the same.
 
 
BODY:
Whereas, The Common Council File 961919 authorizes the Community Block Grant Administration (CBGA) to apply for, accept and fund a federal Weed and Seed program to continue operation of the Safe Haven activity; and
 
Whereas, The Community Block Grant Administration has determined that operation of this grant program from October 1, 1997 to September 30, 1998 would cost $293,778 of which $43,778 (15%) would be provided by the city, $250,000 (85%) would be provided by the grantor; and
 
Whereas, The Grantor share is increased to $250,000 and the City share for this program would remain the same; the total cost of the program is increased by $35,000; and
 
Whereas, The Common Council now wishes to amend Common Council File 961919 to accept the $35,000 increase in grant funding and appropriate the total amount of $175,000 to the Community Block Grant Administration, of which $50,000 had previously been appropriated to the Fire and Police Commission; and
 
Whereas, Common Council File 961919 appropriated $75,000 from the Asset Forfeiture Program of the Department of Justice to the Milwaukee Police Department;
 
now, therefore be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Community Block Grant Administration shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 940843 (Grant Ordinance); and, be it
 
Further Resolved, That the City Comptroller is authorized to:
 
1. Encumber in the parent accounts of the 1997 Special Revenue Accounts-Grant and Aid Projects, the following amount for the program titled 1997 Weed & Seed Program:

Further Resolved, That a total of $175,000 is appropriated to Community Block Grant Administration which is authorized to:
 
1. Expend from the amount appropriated sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
 
2. Enter into subcontracts and leases as detailed in the grant budget; and be it
 
Further Resolved, That appropriate City Officials are hereby authorized to enter into the contracts and agreements detailed in the application, attached hereto and made part of this resolution, and that the subrecipients and amounts to be awarded under this Weed & Seed Program will be the following:

Further Resolved, That $75,000 is appropriated to Milwaukee Police Department which is authorized to:
 
1. Expend from the amount appropriated sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date including the payment of overtime;
 
2. Enter into subcontracts and leases as detailed in the grant budget.
 
3. Expend from the grant budget funds for computer equipment;
 
Further Resolved, That the Block Grant Director of the Community Block Grant Administration shall have the authority to authorize transfers between subrecipient budgets so long as the amount transferred to a subrecipient is in accordance with grantor regulations; and, be it
 
Further Resolved, That the provisions of Common Council File 961919 are hereby amended as provided above and that the appropriation to the Fire and Police Commission of $50,000 for the purpose of contracting for program management is hereby rescinded and transferred to CBGA as set forth above.
