Analysis

This resolution authorizes change orders to a funding agreement previously authorized under Common Council File Number 081491 with The Wisconsin Department of Transportation (WISDOT) to install interim street lighting facilities, to install permanent street lighting facilities and remove interim street lighting facilities necessitated by the reconstruction of the Mitchell Interchange and IH 94 (N/S) Freeway.  Due to the expansion of the scope by WISDOT to include the modification of East Layton Avenue from South Howell Avenue to a point east for traffic mitigation purposes as part of phase one of the Mitchell Interchange reconstruction, the estimated costs for street lighting improvements have risen $11,971.11 or 8.41% for a new total of $154,302.62, 100% grantor funds.

Body

Whereas, The Common Council has previously approved File Number 081491, which authorized the Commissioner of Public Works and the Comptroller to enter into a funding agreement with the Wisconsin Department of Transportation (WISDOT) for construction of street lighting improvements on West College Avenue from South 20th Street to South 13th Street, the intersection of South 6th Street and West Bolivar Avenue and the East side of South 27th Street from West Layton Avenue to West  Bottsford Avenue and adjoining streets in conjunction with Mitchell Interchange reconstruction; and

 

Whereas, The scope of the project has been expanded by WISDOT, to include  traffic mitigation alterations to East Layton Avenue from South Howell Avenue to a point  east as part of Phase 1; and

 

Whereas, The revised estimated cost of street lighting work associated with this project now is $154,302.62 , an increase of $11,971.11 or 8.41% over the original estimated cost of $142,331.51, for the installation of interim lighting, the installation of permanent lighting improvements and the removal of the interim lighting associated with this additional work; and

 

Whereas, Work will be funded through change orders to the original Local Force Account Contract with WISDOT; and

 

Whereas, One hundred percent of the participating project cost for the change order, or $11,971.11, is reimbursable from the WISDOT; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works and the Comptroller are authorized to issue change orders to the original contract with WISDOT for the installation of interim lighting, the installation of permanent lighting improvements and the removal of the interim lighting in the area construction of street lighting improvements on to a point east for traffic mitigation purposes in conjunction with the Mitchell Interchange reconstruction; and, be it

 

Further Resolved, That upon approval of this contract, the Commissioner of Public Works is directed to install interim lighting, permanent lighting improvements and the removal of the interim lighting for work in conjunction with the Mitchell Interchange reconstruction; and, be it

 

Further Resolved, That the City Comptroller is hereby authorized to transfer the additional funds for these contract change orders as required under the agreement and City accounting policy, but not to exceed a ten percent increase of the total amounts reserved for the grantor’s share and local share or $5,000, whichever is greater as follows:
