ANLS:
This resolution authorizes the Milwaukee Police Department to apply for, accept and fund a Statewide Videotape Training Grant project from the Wisconsin Department of Justice in the amount of $37,413 with a city share of $9,593 and a grantor share of $27,820. The purpose of the project is to produce law enforcement training tapes for statewide distribution. This is a continuing grant, no position authority is contingent upon it.
BODY:
Whereas, The City of Milwaukee appears to be eligible for grant funds from the Wisconsin Department of Justice for a Statewide Videotape Training Grant; and
 
Whereas, The operation of this grant project from 3/1/98 to 2/28/99 would cost $37,413 of which $9,593 (26%) would be provided by the city and $27,820 (74%) would be provided by the grantor; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81; and, be it
 
Further Resolved, That the City Comptroller is authorized to:
 
1. Encumber in the parent accounts of the 1998 Special Revenue Accounts-Grant and Aid Projects, the following amounts for the project/program titled "Statewide Videotape Training Grant":

2. Create a Special Revenue Fund - Grant and Aids Projects and the necessary expenditure and revenue accounts; appropriate to these accounts the amount required under the grant agreement and transfer the corresponding offsetting estimated revenue;
 
3. Establish the necessary grant performance submeasures; and, be it
 
Further Resolved, That these funds are appropriated to the Milwaukee Police Department which is authorized to:
 
1. Expend from the amount appropriated sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
 
2. Expend from the 1998 grant budget funds for specific items of equipment;
 
3. Expend from the 1998 grant budget funds for training and out-of-town travel by departmental staff;
 
4. Enter into subcontracts and leases as detailed in the grant budget;
 
5. Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10 percent.
