This resolution authorizes the Department of Neighborhood Services to suspend enforcement of zoning code provisions that are not health or safety-related from August 22 through September 2, 2003. This period includes the celebration of the 100th anniversary of the Harley-Davidson Motor Company, which is expected to bring over 300,000 visitors to Milwaukee.
Body
Whereas, The 100th anniversary of the Harley-Davidson Motor Company will be officially celebrated in Milwaukee from August 28 through August 30, 2003, with additional festivities in the days before and following this celebration; and
Whereas, The Harley-Davidson 100th anniversary celebration is an extraordinary and unprecedented event, with upwards of 300,000 visitors expected to come to Milwaukee; and
Whereas, The Harley-Davidson Motor Company has played an important role in the industrial development of Milwaukee over the past century; and
Whereas, The Harley-Davidson Motor Company continues to be a Fortune 500 company headquartered in the city of Milwaukee with major research, development and manufacturing operations in the Milwaukee area; and
Whereas, The Harley-Davidson 100th anniversary celebration will bring substantial business to Milwaukee hotels, restaurants, taverns, entertainment venues, retail stores and many other establishments, thereby contributing to the economic development of the community; and
Whereas, The City of Milwaukee supports the Harley-Davidson 100th anniversary celebration and desires to make the visit to Milwaukee as pleasant as possible for all who attend this event; and
Whereas, Because of the scale and nature of this event, the Department of Neighborhood Services anticipates that many short-duration zoning violations that do not threaten public health and safety (e.g., vehicles parked on unpaved surfaces or in excess of the maximum number of vehicles per lot) may occur in the days before, during and after the celebration; and
Whereas, The Department of Neighborhood Services does not have sufficient enforcement resources to inspect and prosecute all zoning code violations during the Harley-Davidson 100th anniversary celebration; and
Whereas, The Common Council believes that, during the Harley-Davidson celebration, the Department of Neighborhood Services should focus its zoning code enforcement efforts and resources on zoning code violations which threaten public health and safety; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Department of Neighborhood Services is authorized to suspend, from August 22, 2003, through September 2, 2003, enforcement of provisions of the zoning code that do not relate to public health and safety.
