This resolution authorizes the Department of City Development to solicit and accept contributions for the creation of educational software about the history of Milwaukee and authorizes the expenditure of contributions to contract with a specific vendor to produce the software.

BODY:

Whereas, The City of Milwaukee celebrated its Sesquicentennial throughout 1996; and

 

Whereas, Common Council File No. 951031 authorized the establishment of a special purpose account within the Department of City Development's budget for contributions to the Sesquicentennial; and

 

Whereas, Funds totaling $7,500 from the Sesquicentennial Celebration Special Purpose Account in the 1996 City budget were expended to commission a demonstration CD/ROM about Milwaukee history, with the stipulation that staff in the Department of City Development use the demonstration CD/ROM as a tool to seek private support to produce Milwaukee history educational software for use by local schools; and

 

Whereas, The demonstration CD/ROM has been successfully produced and delivered by Mahoney Interactive; and

 

Whereas, The cost to develop full-scale software is estimated by Mahoney Interactive at approximately $200,000, with desirable enhancements increasing the cost to $300,000; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee that staff in the Department of City Development is authorized to contact local businesses and foundations to seek contributions to be used for the development of educational software about Milwaukee history; and, be it

 

Further Resolved, That the Department of City Development is authorized to accept contributions of up to $300,000 for this project; and, be it

 

Further Resolved, That funds contributed for the project be added to existing funds in the special purpose account for Sesquicentennial contributions; and, be it

 

Further Resolved, That at such time the balance in the special purpose account for Sesquicentennial contributions reaches $200,000, the Department of City Development is authorized to expend the funds in the account for development of educational software about Milwaukee history, no more than the amount actually received, in accordance with established City policies and procedures; and, be it

 

Further Resolved, That at such time the balance of the special purpose account for Sesquicentennial contributions reaches $200,000, the Department of City Development is authorized to enter into a contract with Mahoney Interactive of Glencoe, Illinois to produce the software; and, be it

 

Further Resolved, That the City Comptroller is authorized and directed to transfer appropriations and estimated revenue from the Special Purpose Account for Donor Specified Municipal Purposes, No. 01-027-8001, and the Estimated Revenue Account for Donor Specified Municipal Purposes, No. 01-999-9960, to the Department of City Development's Special Purpose Account and the Department's Estimated Revenue Account, No. 01-191- 9960, up to the amount of $300,000.
