Title
Resolution authorizing the Commissioner of Public Works to execute Revised Project Agreements titled "State/Municipal Agreement for a Highway Improvement Project" between the City of Milwaukee and Wisconsin Department of Transportation associated with the replacement of the North Humboldt Avenue Bridges over Commerce Street and the Milwaukee River with 80 percent Federal and/or State aid under the Local Bridge Replacement Program.
Analysis
This resolution authorizes the Commissioner of Public Works to execute Revised Project Agreements with the Wisconsin Department of Transportation (WISDOT) associated with the replacement of the North Humboldt Avenue Bridges over Commerce Street and the Milwaukee River. The Revised Project Agreements provides for 80 percent Federal/State aid and 20 percent local cost sharing for participating construction costs for the projects. The federal funding for real estate and construction is capped at $6,923,309. The total estimated construction costs for the project is $8,102,778 of which $1,623,162 is the City of Milwaukee’s share and $6,479,616 is the grantor share. Construction funds will be requested in a separate resolution.

Whereas, The Common Council of the City of Milwaukee adopted Resolution File Number 041494 on March 16, 2005 authorizing and directing the Commissioner of Public Works to execute agreements with the Wisconsin Department of Transportation (WISDOT) for replacement of the North Humboldt Avenue Bridges over Commerce Street and the Milwaukee River with 80 percent Federal and/or State aid under the Local Bridge Replacement Program; and
Whereas, Construction costs have been refined and increased since the original agreements were drafted three years ago; and
Whereas, The WISDOT has submitted Revised Project Agreements that include additional monies for the construction associated with the replacement of the two bridges for City execution; and
Whereas, These projects are scheduled for construction in 2008-2009; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized to execute Revised Project Agreements updating and revising the construction costs associated with the replacement of the North Humboldt Avenue Bridges over Commerce Street and the Milwaukee River with 80 percent Federal and/or State aid under the Local Bridge Replacement Program, a copy of which is attached to Common Council File Number 080174 and incorporated in this resolution as though set forth therein in full.
