Title
Substitute ordinance to further amend the 2003 offices and positions in the City Service under control of the Common Council.

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 1 of ordinance File Number 020487 relative to offices and positions in the City Service is hereby amended as follows:
Under "Fire Department, Firefighting Division Decision Unit", add one position of "Fire Lieutenant" and under "Paramedic Service" delete one position of "Paramedic Field Lieutenant(C)(I)/Fire Paramedic Field Lieutenant(C)(I)."
Part 2. Section 1 of ordinance File Number 020487 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2003 - December 22, 2002):
Under "Health Department, Maternal and Child Health Division, Northwest Health Center", delete nineteen positions of "Public Health Nurse(X)(G)" and two positions of "Clinic Assistant(X)" and add nineteen positions of "Public Health Nurse(X)(G)(O)(AA)(FF)" and two positions of Clinic Assistant(X)(AA)(FF)"; under "Southside Health Center", delete two positions of "Public Health Nurse Supervisor(X)", nineteen positions of "Public Health Nurse(X)(G)", one position of "Office Assistant II" and three positions of "Clinic Assistant(X)" and add two positions of "Public Health Nurse Supervisor(X)(AA)(FF)", nineteen positions of "Public Health Nurse(X)(G)(AA)(FF)", one position of "Office Assistant II(AA)(FF)" and three positions of "Clinic Assistant(X)(AA)(FF)"; under "Healthy Behaviors and Healthcare Access Division, Violence and Injury Prevention", delete one position of "Public Health Educator II(X)" and add one position of "Public Health Educator II(X)(AA)(FF)"; under "Disease Control and Prevention Division", delete one position of "Environmental Scientist(PP)(Y)(X)" and add one position of "Environmental Scientist(PP)(Y)(X)(GG)"; under "Sexually transmitted Disease Clinic", delete five positions "Public Health Nurse(X)(G)", one position of "Public Health Educator II(X)", one position "Program Assistant II" and one position of "Office Assistant II" and add five positions of "Public Health Nurse(X)(G)(II)", one position of "Public Health Educator II(X)(II)", one position of "Program Assistant II(II)" and one position of "Office Assistant II(II)"; under Tuberculosis Control Unit", delete three positions of "Public Health Nurse(X)(G)" and add three positions of "Public Health Nurse(X)(G)(II)"; add footnote "(GG)" to read: "To expire 12/31/03 unless the CDBG-Environmental Review-Program Administration Grant is extended. Funding covers .5 FTE of position"; add footnote "(II)" to read: "Positions are funded partially or in whole by the CDBG-Communicable Disease Reduction Grant. Grant expires 12/31/03 unless funding is extended"; add footnote "(AA)" to read: "Positions are funded partially or in whole by the CDBG-Healthy Infant Initiative Grant. Grant expires 12/31/03 unless funding is extended"; add footnote "(FF)" to read: "Positions are funded partially or in whole by the CDBG-Targeted prenatal Services Grant. Grant expires 12/31/03 unless funding is extended."
Part 3. Section 1 of ordinance File Number 020487 relative to offices and positions in the City Service is hereby amended as follows:
Under "Health Department, Congenital Disorders Grant(O)", delete one position of "Office Assistant II .6 FTE(O)" and add one position of "Office Assistant II .5 FTE(O)" and amend footnote "(O)" as follows: "To expire 06/30/04 unless the Congenital Disorders Grant is extended. Also funds .5 FTE of a Clinic Assistant position and .15 FTE of a Public Health Nurse"; under "Healthy Behaviors and HealthCare Access Division", delete the title "School Based Medical Assistant Outreach Grant(CC)" and replace it with the following title "Covering Kids Grant(CC)" and amend footnote "(CC)" as follows: "To Expire 01/31/04 unless the Covering Kids Grant is extended. Partially funds the Health Access Assistant II position"; add the title "Making Connections Grant(R)" and add one position of "Public Health Educator II(R)(X)" and add footnote "(R)" as follows: "To expire 12/31/03 unless the Making Connections Grant is extended. Also, funds part of the Medical Assistance Outreach Coordinator position"; amend footnote "(HH)" as follows: "To expire 12/31/03 unless the Hepatitis B Immunization Grant is extended. 0.1 FTE Health Interpreter Aide funded by O&M"; amend footnote "(JJ)" as follows: "To expire 06/30/04 unless the Breast and Cervical Cancer Screening Grant, available from the State of Wisconsin Division of Health and Family Services, is extended"; amend footnote "(QQ)" as follows: "To expire 8/30/04 unless the Early Child Care Grant, available from the U.S. Department of Health and Human Services, is extended."
Part 4. Section 1 of ordinance File Number 020487 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 19, 2003 - August 31, 2003):
Under "Milwaukee Public Library, Administrative Services Decision Unit, Personnel Section", add one position of "Library Circulation Assistant I(A)" and add footnote "(A)" as follows: "One position occupied by Paula Dorsey, authorized in accordance with the terms of the City/DC 48 labor agreement."
Part 5. Section 1 of ordinance File Number 020487 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 21, 2003 - October 1, 2003):
Under "Library, Neighborhood Library and Extension Services Decision Unit, Neighborhood Library and Extension Services Pool", add six positions of "Temporary Reference Specialist" and five positions of "Temporary Circulation Clerk."
Part 6. Section 1 of ordinance File Number 020487 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 19, 2003 - August 31, 2003):
Under "Department of Public Works, Infrastructure Services Division, Administration Decision Unit, Business Operations", delete one position of "Public Works Inspector II(A)" and delete footnote "(A)" in its entirety."
Part 7. Section 7 of ordinance File Number 020487 relative to offices and positions in the City Service is hereby amended as follows:
Add the "Purchasing Appeals Board."
Part 8. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 9. The provisions of Part 2 of this ordinance are deemed to have been in force and effect from and after Pay Period 1, 2003 (December 22, 2002).
The provisions of Parts 4 & 6 of this ordinance are deemed to have been in force and effect from and after Pay Period 19, 2003 (August 31, 2003).
The provisions of Part 5 of this ordinance are deemed to be in force and effect from and after Pay Period 21, 2003 (October 1, 2003).
The provisions of all other parts of this ordinance are deemed to be in force and effect from and after the first day of the first pay period following passage and publication.
Part 10. This ordinance will take effect and be in force from and after its passage and publication.
