Title

Resolution relating to acceptance and funding of a State of Wisconsin Department of Military Affairs (DMA) Wisconsin Emergency Management (WEM) Homeland Security Grant Program Community Mass Notification & Public Safety Alert System (FY2025) grant.

Analysis

This resolution authorizes the Department of Emergency Communications to accept and fund a grant from the State of Wisconsin DMA WEM Homeland Security Grant Program Community Mass Notification & Public Safety Alert System (FY2025) in the amount of $165,000 with a City share of $0 and a grantor share of $165,000.

Body

Whereas, Under the terms of Assistance Listing Number #97.067, the City of Milwaukee appears to be eligible for a State of Wisconsin DMA WEM Homeland Security Grant Program Community Mass Notification & Public Safety Alert System (FY2025); and

 

Whereas, The aim of the grant is to provide funding for a comprehensive community alerting and public safety platform consisting of two integrated components: a FEMA/DHS Safety Act-certified and FedRAMP-authorized mass notification system and a branded Milwaukee community safety mobile application; and

 

Whereas, The operation of this grant from 10/01/2026 to 9/30/2027 would cost $165,000, of which $0 (0%) would be provided by the city, and $165,000 (100%) would be provided by the grantor; now therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Department of Emergency Communication shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81 of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

1.                     Commit funds within the Project/Grant Parent of the 2026 Special Revenue - Grant and Aid Projects the following amounts for the program/project titled WEM Community Mass Notification & Public Safety Alert System:

2.                     Create the necessary Grant and Aid Project/Grant and Project/Grant Levels; budget against these Project/Grant values the amount required under the grant agreement;

Further Resolved, that these funds are budgeted for the Department of Emergency Communications, which is authorized to:

 

1.                     Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

 

2.                     Enter into subcontracts as detailed in the grant budget.
