Title

Substitute resolution approving construction of nonassessable public improvements at various locations and appropriating funds for these purposes with the City construction cost estimated to be $11,159,350 for a total estimated cost of these projects being $14,450,360.

Analysis

This resolution directs the installation and construction of certain public improvements which have been determined to be nonassessable by the Commissioner of Public Works.  The City cost of the projects approved by this resolution is estimated to be $11,159,350.  The total estimated cost of these projects is $14,450,360.

Body

Whereas, The Common Council of the City of Milwaukee adopted preliminary resolutions determining it necessary and in the public interest to construct nonassessable improvements; and

 

Whereas, Plans, specifications and cost estimates have been prepared for the following described improvements:

 

3rd Aldermanic District

 

E. Auer Ave. - N. Fratney St. to a point 100 feet m/l east of N. Pierce St. (ST21090116) File Number 980033:  Paving the roadway with asphalt.  Laying a concrete curb and gutter.  Laying concrete sidewalk.  Doing all the necessary grading pertaining to said work.  (Nonassessable New Paving Fund -- $21,300).  The total estimated cost for this project including the requested amount is $22,600.  This project is anticipated to be completed during the 2008 construction season.

 

E. Belleview Pl. - N. Lake Dr. to N. Wahl Ave. (SM495080008) File Number 071573:  Relay combined sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $137,000).  The total estimated cost for this project including the requested amount is $137,000.  This project is anticipated to be completed during the 2008 construction season.

 

E. Bradford Ave. - N. Downer Ave. to N. Wahl Ave. (SM495070110) File Number 071055:  Relay combined sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $266,000).  The total estimated cost for this project including the requested amount is $278,000.  This project is anticipated to be completed during the 2008 construction season.

 

N. Bremen St. - E. Burleigh St. to a point 250 feet m/l north of E. Burleigh St. (ST21090121) File Number 980033:  Paving the roadway with concrete.  Laying a concrete curb and gutter.  Laying concrete sidewalk.  Doing all the necessary grading pertaining to said work.  (Nonassessable New Paving Fund -- $42,500).  The total estimated cost for this project including the requested amount is $50,100.  This project is anticipated to be completed during the 2008 construction season.

 

E. Burleigh St. - A point 120 feet m/l east of N. Bremen St. to N. Bremen St. (ST21090118) File Number 980033:  Paving the roadway with asphalt.  Laying a concrete curb and gutter.  Laying concrete sidewalk.  Doing all the necessary grading pertaining to said work.  (Nonassessable New Paving Fund -- $35,300).  The total estimated cost for this project including the requested amount is $37,200.  This project is anticipated to be completed during the 2008 construction season.

 

E. Chambers St. - A point 120 feet m/l east of N. Weil St. to N. Weil St. (ST21090119) File Number 980033:  Paving the roadway with concrete.  Laying a concrete curb and gutter.  Laying concrete sidewalk.  Doing all the necessary grading pertaining to said work.  (Nonassessable New Paving Fund -- $53,800).  The total estimated cost for this project including the requested amount is $54,800.  This project is anticipated to be completed during the 2008 construction season.

 

N. Fratney St. - A point 200 feet m/l south of E. Auer Ave. to E. Auer Ave. (ST21090117) File Number 980033:  Paving the roadway with asphalt.  Laying a concrete curb and gutter.  Laying concrete sidewalk.  Doing all the necessary grading pertaining to said work.  (Nonassessable New Paving Fund -- $36,500).  The total estimated cost for this project including the requested amount is $42,100.  This project is anticipated to be completed during the 2008 construction season.

 

N. Fratney St. - E. Burleigh St. to E. Chambers St. (SM495070192) File Number 071378:  Relay combined sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $147,000).  The total estimated cost for this project including the requested amount is $157,000.  This project is anticipated to be completed during the 2008 construction season.

 

N. Hackett Ave. - E. Newberry Blvd. to E. Kenwood Blvd. (SM495070080) File Number 070266:  Relay combined sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $489,000).  The total estimated cost for this project including the requested amount is $509,000.  This project is anticipated to be completed during the 2008 construction season.

 

N. Maryland Ave. - E. Bradford Ave. to E. Locust St. (SM495070120) File Number 071055:  Relay combined sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $386,000).  The total estimated cost for this project including the requested amount is $398,000.  This project is anticipated to be completed during the 2008 construction season.

 

N. Murray Ave. - E. Belleview Pl. to a point 200 feet m/l north of E. Park Pl. (SM495070058) File Number 070081:  Relay combined sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $134,000).  The total estimated cost for this project including the requested amount is $144,000.  This project is anticipated to be completed during the 2008 construction season.

 

N. Summit Ave. - E. Linnwood Ave. to E. Kenwood Blvd. (SM495070121) File Number 071055:  Relay combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $168,000).  The total estimated cost for this project including the requested amount is $180,000.  This project is anticipated to be completed during the 2008 construction season.

 

N. Terrace Ave. - E. Bradford Ave. to a point 350 feet m/l northeast of E. Belleview Pl. (SM495070111) File Number 071055:  Relay combined sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $261,000).  The total estimated cost for this project including the requested amount is $273,000.  This project is anticipated to be completed during the 2008 construction season.

 

N. Wahl Ave. - A point 570 feet m/l southwest of E. Bradford Ave. to E. Bradford Ave. (SM495070074) File Number 070266:  Relay combined sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $138,000).  The total estimated cost for this project including the requested amount is $149,000.  This project is anticipated to be completed during the 2008 construction season.

N. Pierce St. - A point 450 feet m/l south of E. Concordia Ave. to a point 100 feet m/l south of E. Concordia Ave. (ST21090115) File Number 980033:  Paving the roadway with asphalt.  Laying a concrete curb and gutter.  Laying concrete sidewalk.  Doing all the necessary grading pertaining to said work.  (Nonassessable New Paving Fund -- $37,800).  The total estimated cost for this project including the requested amount is $40,900.  This project is anticipated to be completed during the 2008 construction season.

 

4th and 12th Aldermanic Districts

 

N. Emmber Ln. - W. Canal St. to W. Mt. Vernon Ave. (WT410081201) File Number 071378:  Relay water main and water main alteration.  (Nonassessable Water Fund -- $485,000).  The total estimated cost for this project including the requested amount is $500,000.  This project is anticipated to be completed during the 2008 construction season.

 

5th Aldermanic District

 

W. Mill Rd. (CTH S) - USH 45 to N. 91st St. (ST320080000) (Sponsored by Milwaukee County) File Number 071482:  Asphalt pavement reconstruction, replace curb and gutter and sidewalk and driveway approaches where necessary, sodding, and grading.  (City Share Nonassessable Paving Fund -- $37,150).

N. Booth St. - E. Concordia Ave. to a point 300 feet m/l north of E. Concordia Ave. (ST21090112) File Number 980033:  Paving the roadway with asphalt.  Laying a concrete curb and gutter.  Laying concrete sidewalk.  Doing all the necessary grading pertaining to said work.  (Nonassessable New Paving Fund -- $44,800).  The total estimated cost for this project including the requested amount is $46,000.  This project is anticipated to be completed during the 2008 construction season.

 

E. Concordia Ave. - A point 200 feet m/l east of N. Booth St. to N. Booth St. (ST21090114) File Number 980033:  Paving the roadway with concrete.  Laying a concrete curb and gutter.  Laying concrete sidewalk.  Doing all the necessary grading pertaining to said work.  (Nonassessable New Paving Fund -- $24,400).  The total estimated cost for this project including the requested amount is $25,600.  This project is anticipated to be completed during the 2008 construction season.

 

N. Julia St. - W. Burleigh St. to W. Ring St. (SM495070165) File Number 071055:  Relay combined sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $229,000).  The total estimated cost for this project including the requested amount is $250,000.  This project is anticipated to be completed during the 2008 construction season.

N. 47th St. - W. Burleigh St. to W. Townsend St. (SM495070150) File Number 071055:  Relay sanitary sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $468,000).  The total estimated cost for this project including the requested amount is $480,000.  This project is anticipated to be completed during the 2008 construction season.

Burleigh St. (SM495070156) File Number 071055:  Relay sanitary sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $533,000).  The total estimated cost for this project including the requested amount is $545,000.  This project is anticipated to be completed during the 2008 construction season.

W. Highland Blvd. Bridge (and Approaches) - Soo Line Railroad Underpass/C.P. Railroad Underpass (ST30780801/BR30780801) (2650-00-70) File Number 861643: Bridge Replacement and Approach work. Lincoln Ave. (SM495070139) File Number 070944:  Relay combined sewer and combined sewer lining.  (Nonassessable Sewer Maintenance Relay Fund -- $593,000).  The total estimated cost for this project including the requested amount is $605,000.  This project is anticipated to be completed during the 2008 construction season.

 

15th Aldermanic District

 

W. Highland Blvd. (Retaining Wall) (ST3070808XX) (2650-00-71) File Number 060972:  Retaining Wall Replacement (Grantor Non-reimbursable Paving Fund $199,000; Grantor Reimbursement Paving Fund -- $29,800; City Share Non-assessable Paving Fund -- $57,200; City Share Non-assessable Paving Fund-Bid Contingency -- $22,800)

N. 23rd St. - W. Lloyd St. to W. North Ave. (SM495080005) File Number 020728:  Relay combined sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $214,000).  The total estimated cost for this project including the requested amount is $222,000.  This project is anticipated to be completed during the 2008 construction season.

 

; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is authorized and directed to proceed with said work; and, be it

 

Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it

 

Further Resolved, That the City Comptroller is authorized and directed to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts.
