Title:
Resolution relative to application, acceptance and funding of Milwaukee Police Department participation in the Seat Belt Enforcement Project (Police).
Analysis:
This resolution authorizes the Milwaukee Police Department to participate as a subgrantee in a  Seat Belt Enforcement Project from the United States Department of Transportation, National Highway Traffic Safety Administration awarded to  the Milwaukee County Sheriff Department in the amount of $107,482 with a city share of $44,482 and a grantor share of $62,000.  The purpose of the project is  to involve law enforcement in the Milwaukee metropolitan area in becoming partners in the Buckle Up America campaign, generating enforcement activity and support during the Operation ABC national mobilizations.  No position authority is dependent on this grant.
Body:
Whereas, The Milwaukee County Sheriff has been awarded a Seat Belt Enforcement Grant and the City of Milwaukee appears to be eligible for grant funds from the United States Department of Transportation, National Highway Traffic Safety Administration through the Milwaukee County Sheriff Department  for a Seat Belt Enforcement Grant; and
Whereas, The Milwaukee County Sheriff named the Milwaukee Police Department as a subgrantee on this project; and
Whereas, The Milwaukee Police Department's participation in this grant project from October 1, 2000 to September 30, 2001 would cost $107,482 of which $45,482 (42%) would be provided by the city and $62,000(58%) would be provided by the grantor; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the application is authorized and the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81 of the Code of Ordinances; and, be it
 
Further Resolved, That the City Comptroller is authorized to:
 
1.      Commit funds within the Project/Grant Parent of the 2001 Special Revenue -Grant and Aid Projects Fund, the following amount for the project titled Seat Belt Enforcement Grant :

2.  Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the  amount required under the grant agreement;

Further Resolved, That these funds are budgeted for the Milwaukee Police Department which is authorized to:
 
Expend from the amount budgeted for specified purposes as indicated in the project budget and incur costs consistent with the award date.
