Current state law allows a vehicle to be driven without license plates while the registration is pending, resulting in large numbers of vehicles being driven with no license plates or with makeshift "License Applied For" signs, for excessive periods of time. This resolution directs the Intergovernmental Relations Division - Department of Administration to seek introduction and passage of state legislation to:
1. Prohibit operating a motor vehicle without valid license plates and registration.
2. Require motor vehicle dealers to provide state- issued numbered, dated, color-coded or otherwise identifiable temporary license plates for each vehicle sold.
3. Require persons who purchase vehicles in private transactions to submit registration forms to the state within 3 working days of the sale.
4. Provide for a 3-part vehicle registration form in which one copy remains with the vehicle, one copy is retained by the buyer and one copy is sent to the Department of Transportation - Division of Motor Vehicles by the seller to alert the state of the change in vehicle ownership.
5. Provide for the utilization of Department of Transportation - Division of Motor Vehicles satellite offices for the convenient issuance of temporary plates for use until permanent plates are received by the vehicle owner.
BODY:
Whereas, Under current state law, vehicle license plates may be transferred to the next vehicle purchased by the plateholder; and
Whereas, When a person purchases a vehicle but does not have a license plate to transfer to it, state law allows the vehicle to be driven without a plate while the registration is pending, resulting in large numbers of vehicles being driven with no license plates or with makeshift pieces of cardboard indicating "License Applied For" or simply "LAF"; and
Whereas, Allowing long delays in registration and the use of "LAF" tags hinders prompt vehicle registration in Wisconsin and the identification of proper vehicle owners by law enforcement officials; and
Whereas, Most other states do not allow vehicles to be driven without proper registration and some type of valid license plate identifying the actual vehicle owner; and
Whereas, The City of Milwaukee's efforts to determine the actual owners of vehicles with outstanding parking citations are hindered when the vehicles do not have valid license plates and registration; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Intergovernmental Relations Division - Department of Administration is directed to seek introduction and passage of state legislation to:
1. Prohibit operating a motor vehicle without valid license plates and registration.
2. Require motor vehicle dealers to provide state- issued numbered, dated, color-coded or otherwise identifiable temporary license plates for each vehicle sold.
