Resolution relative to the application, acceptance and funding of a Private Property Inflow and Infiltration grant from the Milwaukee Metropolitan Sewerage District totaling $434,000 for the project in the area bounded by West Congress Street to West Glendale Avenue from North 66th Street to North 70th Street and authorizing the Commissioner of Public Works to execute a funding agreement between the City of Milwaukee and the Milwaukee Metropolitan Sewerage District.
Analysis
This resolution authorizes the Department of Public Works, Infrastructure Services Division to accept and fund a City of Milwaukee Inflow and Infiltration (I/I) project in the amount of $489,000 with an MMSD reimbursement amount of $434,000 with the City of Milwaukee (City) paying for additional costs above the allocated amount. The purpose of the funding is to reduce the amount of I/I by sealing lateral connections with injected grout, ultimately reducing the chances of basement backups to residents in the area bounded by West Congress Street to West Glendale Avenue from North 66th Street to North 70th Street. This resolution also authorizes the Commissioner of Public Works to execute a funding agreement between the City and the MMSD.

Whereas, The City is eligible to accept funding from the Milwaukee Metropolitan Sewerage District (MMSD) through its Private Property Inflow and Infiltration (I/I) reduction program; and
Whereas, The work proposed for this area is for the sealing of approximately 239 sanitary building sewers (laterals) utilizing a pressurized grout injection method; and
Whereas, This program is 100% voluntary and property owners can opt out at any time; and
Whereas, The MMSD has offered to reimburse the City with funds not to exceed $434,000; and
Whereas, The operation of the funding for the I/I project is effective from the date the agreement is executed through when the Municipality receives final payment from the District; and
Whereas, The estimated project cost is $489,000 of which $434,000 would be reimbursed by the MMSD upon completion; and
Whereas, Department of Public Works/Infrastructure Services has already setup funding of $55,000 on resolution #211086 (SM494210011); The total cost to the City for this project will be $55,000; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized to accept such a grant without further Common Council approval unless the terms of the grant change as indicated in the Milwaukee Code of Ordinances Section 301-81; and, be it
Further Resolved, That upon approval of this contract, the City Comptroller is hereby authorized to create within the Capital Grant and Aid Projects Fund the appropriate Project/Grant Chartfield Value for this project; and transfer to these accounts the amount required under the agreement and City accounting policy, but not to exceed a ten percent increase of the total amounts reserved for the grantor's share and local share or $5,000, whichever is greater as follows:

Further Resolved, That the Commissioner of Public Works is authorized and directed to execute a grant funding agreement between the City of Milwaukee and the MMSD regarding the Private Property Inflow and Infiltration Program grant; and, be it
Further Resolved, That the Commissioner of Public Works shall have the authority to authorize transfers within the project budget so long as the amount expended for any purpose shall not exceed the amount authorized by the budget by 10% and such transfers are in accordance with grantor regulations; and, be it
Further Resolved, That the Commissioner of Public Works on behalf of the City of Milwaukee be authorized to enter into subcontracts (and leases) as detailed in the project budget and in accordance with City purchasing procedures and grant and aid guidelines for awarding such contracts.
