Analysis

 

This ordinance implements recommendations included in the city comptroller's audit of the Canal Street reconstruction project. The ordinance amends the code to require the department administering a grant to request additional authorization from the budget and management division in accordance with s. 18-10-6 of the charter if expenditures charged to a major street and bridge improvement grant exceed the amount authorized for city share by 10% of the total cost or $5,000, whichever is greater, but not to exceed $150,000.

 

This ordinance also requires that if an increase in a major street and bridge improvement grant’s cost is within the 10% or maximum $150,000 limit, a transfer of funds request be sent to the comptroller’s office and if an increase in a major street and bridge improvement grant’s cost is greater than the 10% or maximum $150,000 limit, a shortfall resolution shall be submitted to the common council to authorize the increase in the project’s cost.

 

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1. Section 304-81-7-d-2 of the code is amended to read:

 

304-81. Grants Projects and Programs.

7. BUDGET MODIFICATIONS AND COST OVERRUNS AND DISALLOWED COSTS. d-2. If expenditures charged to a major street and bridge improvement grant exceed the amount authorized for city share by 10% of the total cost or $5,000, whichever is greater, but [[limited to]] >> not to exceed << $150,000, the administering city department shall request additional authorization from the budget and management division in accordance with s. 18-10-6 of the city charter.  The city comptroller is authorized and directed to make the approved transfers.

 

Part 2. Section 304-81-7-d-3 of the code is renumbered 304-81-7-d-5.

 

Part 3. Section 304-81-7-d-3 and 4 of the code is created is created to read:

d-3. If an increase in a major street and bridge improvement grant’s cost is within the 10% or maximum $150,000 limit, a transfer of funds request shall be sent to the comptroller’s office.

d-4. If an increase in a major street and bridge improvement grant’s cost is greater than the 10% or maximum $150,000 limit, a shortfall resolution shall be submitted to the common council to authorize the increase in the project’s cost.
