Title
Substitute resolution relative to the acceptance and funding of the 2014-15 HIV Risk Reduction Grant from the University of Wisconsin-Milwaukee.
Analysis
This resolution authorizes the Health Department to accept and fund the HIV Risk Reduction Grant from the University of Wisconsin-Milwaukee in the amount of $100,099 entirely provided by the grantor. The purpose of the project seeks to develop a new intervention that addresses life issues (employment, housing, domestic violence, substance abuse), as well individual behaviors, in order to reduce risk among people at high vulnerability for HIV infection.

Whereas, The City of Milwaukee appears to be eligible for grant funds from the University of Wisconsin -Milwaukee to develop a new intervention in order to reduce risk among people at high vulnerability for HIV infection; and
Whereas, The operation of this grant project from 08/01/14 to 07/31/15 would cost $100,099 provided entirely by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application to the University of Wisconsin-Milwaukee is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2014 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled HIV Risk Reduction Grant from the University of Wisconsin-Milwaukee:

2. Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project/Grant Levels; budget against these Project/Grant values the amount required under the grant agreement; and, be it
Further Resolved, That these funds are budgeted to the Health Department which is authorized to:
1. Expend from the amount budgeted sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
2. Expend from the 2014 grant budget for training and out-of-town travel for staff;
3. Expend from the 2014 grant budget for equipment as specified in the grant budget; and, be it
Further Resolved, That the Common Council directs that the 2014 Positions Ordinance C.C. File Number 130420, should be amended as follows:

To expire 07/31/15 unless the HIV Risk Reduction Grant from the University of Wisconsin-Milwaukee is extended. A portion of the Nurse Practitioner position may be funded by the Dual Protection Grant.
