This resolution authorizes the fire department to apply, accept and fund a state and local domestic preparedness equipment support program from the U.S. department of justice in the amount of $232,485 with a city in-kind share of $82,485 and a grantor share of $150,000. The purpose of the program is to provide essential equipment, listed in the resolution, required to manage incidents involving acts of domestic terrorism.

BODY:

Whereas, The city of Milwaukee appears to be eligible for grant funds from the U.S. department of justice for essential equipment required to manage incidents involving acts of domestic terrorism; and

 

Whereas, It would appear that city involvement in this grant and aid program, and more specifically in a grant and aid project involving additional financial support for essential equipment, would result in the following major benefit to the City:

 

Additional equipment required to manage incidents involving acts of domestic terrorism; and

 

Whereas, The operation of this grant program from September 15, 1998, to March 15, 2000, would cost $232,485 of which $82,485 (or 35.5%) would be provided by the city for indirect costs and $150,000 (or 64.5%) would be provided by the grantor; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that application to the U.S. department of justice by the fire department is authorized and the fire department shall accept this grant without further approval unless the terms of the grant change as indicated in the Common Council File 940843 (grant ordinance); and, be it

 

Further Resolved, That the city comptroller is authorized to:

 

1. Encumber in the parent accounts of the 1998 Special Revenue Accounts-Grant and Aid Projects, the following amounts for the project/program titled Domestic Preparedness Equipment Support Program:

2. Create a Special Revenue Fund - Grant and Aid Projects and the necessary expenditure and revenue accounts; appropriate to these accounts the amount required under the grant agreement and transfer the corresponding offsetting estimated revenue.

 

3. Establish the necessary grant performance submeasures;

 

and, be it

 

Further Resolved, That these funds are appropriated to the fire department which is authorized to:

 

1. Expend from the amount appropriated sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date.

 

2. Expend from the 1998 grant budget funds for the following:

 

1. One Modec mass casualty decontamination system.

 

2. Thirty Powered air purifying respirators (PAPR) and accessories.

 

3. Eighteen Motorola radios.
