Title

Substitute resolution relative to acceptance and funding of an Urban Sustainability Directors Network grant in support of the Environmental Collaboration Office’s home energy efficiency work.

Analysis

This resolution authorizes the Environmental Collaboration Office to accept and fund a an Urban Sustainability Directors Network grant in the amount of $60,000 with a grantor share of $60,000 and a city share of $0. The purpose of this grant is to support Milwaukee’s efforts to utilize a holistic housing approach through improved coordination and updates to existing citywide programming to address barriers to energy efficiency work, such as outdated electrical wiring and roofing repairs.

Body

Whereas, The City of Milwaukee appears to be eligible for grant funds from the Urban Sustainability Directors Network through the Energy Innovation Fund for Mid-Sized U.S. Cities; and

Whereas, Milwaukee, like many American cities, faces the increasingly damaging effects of climate change and persistent racial inequities; and

Whereas, Milwaukee has a high number of older, energy-inefficient, and structurally deficient housing stock impacts low-income and households of color more severely than other populations

Whereas, The City of Milwaukee is fully committed to implementing strategies, policies, and practices designed to advance and achieve racial equity and inclusion in education, housing, workforce development, public safety, violence prevention, and the delivery of quality and timely government services; and

Whereas, energy efficiency projects can help building owners reduce operating expenses, improve the building stock, create local jobs, and improve the environment; and

Whereas, the City of Milwaukee established a City-County Task Force on Climate and Economic Equity to make recommendations on how to reduce community-wide net greenhouse gas emissions by at least 45% by the year 2030 and achieve net zero greenhouse gas emissions by 2050 or sooner, and mitigate racial and income inequity through green jobs; and

Whereas, the Task Force has recommended that the forthcoming Climate and Equity Plan for the City of Milwaukee will include a chapter on holistic housing repairs that coordinate energy efficiency, lead abatement, and other safety improvements across various city and non-profit programs; and

Whereas the Task Force has identified common barriers to energy efficiency improvements including outdated and dangerous electrical wiring or leaky roofs that must be repaired prior to weatherization improvements; and

Whereas, the operation of this grant from 10/01/2022 to 9/30/2023 would cost $60,000 of which $60,000 (100%) would be provided by the grantor share; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Environmental Collaboration Office shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, of the Milwaukee Code of Ordinances; and, be it
