Title

Substitute resolution determining it necessary to make various assessable public improvements at various locations and appropriating funds for these purposes with the City engineering cost estimated to be $297,000 for a total estimated cost of these projects being $5,721,000.

Analysis

This resolution authorizes engineering studies and directs the Commissioner of Public Works to determine any benefits or damages which would result if the projects were to be constructed.  After the Commissioner files his report, a Public Hearing will be held on those projects determined assessable.  A resolution will be submitted after the Public Hearing authorizing construction.  The City cost for engineering these projects is estimated to be $297,000 with the total cost estimated to be $5,721,000.

Body

Whereas, Additional monies may become available under Phase 1 of the American Reinvestment and Recovery Act (ARRA) for local paving projects with 100% funding for construction due to other municipalities not being able to meet deadlines for design; and

Whereas, The City would like to take full advantage of the ARRA funding by having shelf-ready projects available to utilize any extra ARRA funding; and

Whereas, Several projects were approved by the State as eligible for ARRA funding but did not get selected with the monies available to the City under Phase 1 of ARRA; and

Whereas, In order for the city to take advantage of any extra ARRA funding, designs would have to be undertaken at 100% city cost and would have to meet current State mandated deadlines; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that it is necessary and in the public interest to do the following described work according to City specifications, that some of these projects as identified may become eligible for ARRA construction funding and that such public improvements and any resulting special assessments be made pursuant to Section 66.0703 and any other pertinent sections of the Wisconsin Statutes and in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances:

1st Aldermanic District

N. Teutonia Ave. - W. Mill Rd. to W. Silver Spring Dr. (ARRA) (ST520-xx-xxxx): Paving the roadway with asphalt and replace curb and gutter, sidewalk and driveway approaches where necessary, sodding, and grading.  (Nonassessable Paving Fund -- $35,000).  The total estimated cost for this project including the requested amount is $560,000.  This project is anticipated to be completed during the 2010 construction season if ARRA construction funds become available.  Otherwise, the design will be used in conjunction with a future paving program, subject to Common Council approval. 

N. Teutonia Ave. - W. Good Hope Rd. to W. Mill Rd. (ARRA) (ST520-xx-xxxx): Paving the roadway with asphalt and replace curb and gutter, sidewalk and driveway approaches where necessary, sodding, and grading.  (Nonassessable Paving Fund -- $30,000).  The total estimated cost for this project including the requested amount is $615,000.  This project is anticipated to be completed during the 2010 construction season if ARRA construction funds become available.  Otherwise, the design will be used in conjunction with a future paving program, subject to Common Council approval. 

3^rd and 6^th Aldermanic District

N. Dr. Martin Luther King Jr. Dr. - W. McKinley Ave. to W. W. Burleigh St. (ARRA) (ST520-xx-xxxx): Paving the roadway with asphalt and replace curb and gutter, sidewalk and driveway approaches where necessary, sodding, and grading.  (Nonassessable Paving Fund -- $50,000).  The total estimated cost for this project including the requested amount is $1,465,000.  This project is anticipated to be completed during the 2010 construction season if ARRA construction funds become available.  Otherwise, the design will be used in conjunction with a future paving program, subject to Common Council approval. 

5th Aldermanic District

N. 119th St. - W. Hampton Ave. to a point 1,700 feet m/l north of W. Hampton Ave. (ST211080113): Paving the roadway with concrete.  Laying a concrete curb and gutter.  Laying concrete sidewalk.  Doing all the necessary grading pertaining to said work. (Nonassessable Reconstruction Paving Fund -- $15,000).  The total estimated cost for this project including the requested amount is $400,000.  This project is anticipated to be completed during the 2010 construction season.

Alley between W. Keefe Ave., W. Nash St., N. 98th St., and N. 99th St. (ST212100105): Paving the alley with concrete.  Doing all the necessary grading pertaining to said work. (Nonassessable Alley Paving Fund -- $7,000).  The total estimated cost for this project including the requested amount is $71,000.  This project is anticipated to be completed during the 2010 construction season.

6^th and 15^th Aldermanic District

W. Locust St. - W. Hopkins St. to W. W. Burleigh St. (ARRA) (ST520-xx-xxxx): Paving the roadway with asphalt and replace curb and gutter, sidewalk and driveway approaches where necessary, sodding, and grading.  (Nonassessable Paving Fund -- $15,000).  The total estimated cost for this project including the requested amount is $445,000.  This project is anticipated to be completed during the 2010 construction season if ARRA construction funds become available.  Otherwise, the design will be used in conjunction with a future paving program, subject to Common Council approval. 

11^th Aldermanic District

W. Howard Ave. - S. 84^th St. to S. 76th St. (ARRA) (ST520-xx-xxxx): Paving the roadway with asphalt and replace curb and gutter, sidewalk and driveway approaches where necessary, sodding, and grading.  (Nonassessable Paving Fund -- $15,000).  The total estimated cost for this project including the requested amount is $310,000.  This project is anticipated to be completed during the 2010 construction season if ARRA construction funds become available.  Otherwise, the design will be used in conjunction with a future paving program, subject to Common Council approval. 

12^th Aldermanic District

W. Lapham Blvd. - S. 11^th St. to S. 1^st St. (ARRA) (ST520-xx-xxxx): Paving the roadway with asphalt and replace curb and gutter, sidewalk and driveway approaches where necessary, sodding, and grading.  (Nonassessable Paving Fund -- $35,000).  The total estimated cost for this project including the requested amount is $570,000.  This project is anticipated to be completed during the 2010 construction season if ARRA construction funds become available.  Otherwise, the design will be used in conjunction with a future paving program, subject to Common Council approval. 

13th Aldermanic District

W. Parnell Ave. - S. 29th St. to W. Ramsey Ave. (ST211090121): Paving the roadway with asphalt.  Laying a concrete curb and gutter.  Laying concrete sidewalk.  Doing all the necessary grading pertaining to said work. (Nonassessable Reconstruction Paving Fund -- $10,000 Additional Funds).  The total estimated cost for this project including the requested amount is $470,000.  This project is anticipated to be completed during the 2010 construction season.

W. Bolivar Ave. - S. 27^th St. to S. 20th St. (ARRA) (ST520-xx-xxxx): Paving the roadway with asphalt and replace curb and gutter, sidewalk and driveway approaches where necessary, sodding, and grading.  (Nonassessable Paving Fund -- $10,000).  The total estimated cost for this project including the requested amount is $225,000.  This project is anticipated to be completed during the 2010 construction season if ARRA construction funds become available.  Otherwise, the design will be used in conjunction with a future paving program, subject to Common Council approval. 

S. 6^th St. - W. Howard Ave. to W. Holt Ave. (ARRA) (ST520-xx-xxxx): Paving the roadway with asphalt and replace curb and gutter, sidewalk and driveway approaches where necessary, sodding, and grading.  (Nonassessable Paving Fund -- $10,000).  The total estimated cost for this project including the requested amount is $215,000.  This project is anticipated to be completed during the 2010 construction season if ARRA construction funds become available.  Otherwise, the design will be used in conjunction with a future paving program, subject to Common Council approval. 

Alley between W. Carrington Ave., S. Salem St., S. 19th St., and S. 20th St. (ST212090111): Install storm sewer. (Nonassessable Alley Paving Fund -- $50,000).  The total estimated cost for this project is $50,000.  This project is anticipated to be completed during the 2009 construction season.

13^th and 14^th Aldermanic District

W. Holt Ave. - S. 6^th St. to S. Chase Ave. (ARRA) (ST520-xx-xxxx): Paving the roadway with asphalt and replace curb and gutter, sidewalk and driveway approaches where necessary, sodding, and grading.  (Nonassessable Paving Fund -- $15,000).  The total estimated cost for this project including the requested amount is $325,000.  This project is anticipated to be completed during the 2010 construction season if ARRA construction funds become available.  Otherwise, the design will be used in conjunction with a future paving program, subject to Common Council approval. 

; and, be it

Further Resolved, That the abutting and adjacent properties be assessed a portion of the cost, said assessment to be recommended by the Commissioner of Public Works in his report; and, be it

Further Resolved, That all assessments and payments be made in accordance with Section 115-42 of the Milwaukee Code of Ordinances; and, be it

Further Resolved, That all City departments are authorized to do engineering, surveying, preparing of plans, and estimates of cost thereof, to be utilized in the preparation of said report of the Commissioner of Public Works; and, be it

Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it

Further Resolved, That the City Comptroller is authorized and directed to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts.
