Analysis

This resolution confirms the report of the Commissioner of Public Works, as modified by the Common Council Committee, on projects for which Public Hearings have been held.  The resolution authorizes the levying of special assessments and directs the installation and construction of said public improvements.  The City cost of these projects approved by this resolution is estimated to be $939,905.  The total estimated cost of these projects is $1,009,700.

Whereas, The Common Council of the City of Milwaukee adopted preliminary resolutions, determining it necessary and in the public interest to construct and levy special assessments for the following improvements:

 

1st Aldermanic District

 

N. 42nd St. - W. Fairmount Ave. to W. Lancaster Ave. (ST211210280) Install traffic calming speed hump(s). (Assessable Reconstruction Paving Fund - $1,630; Nonassessable Reconstruction Paving Fund -- $500).  The total estimated cost for this project including the requested amount is $6,900.  This project is anticipated to be completed during the 2022 construction season.

 

7th Aldermanic District

 

N. 30th St. - W. Auer Ave. to W. Concordia Ave. (ST211210287) Install traffic calming speed hump(s). (Assessable Reconstruction Paving Fund - $2,770; Nonassessable Reconstruction Paving Fund -- $500).  The total estimated cost for this project including the requested amount is $6,900.  This project is anticipated to be completed during the 2022 construction season.

 

N. 38th St. - W. Townsend St. to W. Keefe Ave. (ST211210283) Install traffic calming speed hump(s). (Assessable Reconstruction Paving Fund - $1,615; Nonassessable Reconstruction Paving Fund -- $500).  The total estimated cost for this project including the requested amount is $6,900.  This project is anticipated to be completed during the 2022 construction season.

 

N. 52nd St. - W. Burleigh St. to W. Auer Ave. (ST211220120) Install traffic calming speed hump(s). (Assessable Reconstruction Paving Fund - $2,260; Nonassessable Reconstruction Paving Fund -- $500).  The total estimated cost for this project including the requested amount is $7,100.  This project is anticipated to be completed during the 2022 construction season.

 

N. 56th St. - W. Keefe Ave. to W. Nash St. (ST211210288) Install traffic calming speed hump(s). (Assessable Reconstruction Paving Fund - $2,315; Nonassessable Reconstruction Paving Fund -- $500).  The total estimated cost for this project including the requested amount is $6,900.  This project is anticipated to be completed during the 2022 construction season.

 

15th Aldermanic District

 

N. 29th St. - W. Lisbon Ave. to W. North Ave. (ST211200112) Concrete pavement reconstruction, replace all curb and gutter, replace sidewalk and driveway approaches where necessary, sodding (4.5’ width of tree border area), and grading. (Assessable Reconstruction Paving Fund - $56,815; Nonassessable Reconstruction Paving Fund -- $870,000).  The total estimated cost for this project including the requested amount is $975,000.  This project is anticipated to be completed during the 2022-23 construction season.

Whereas, The report of the Commissioner of Public Works has been filed with the City Clerk; and

 

Whereas, Notices have been sent to all interested persons and public hearings held; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works’ Report, as amended at said Public Hearing, is approved and the properties therein identified are benefited; and, be it

 

Further Resolved, That said Commissioner of Public Works is authorized and directed to proceed with said work in accordance with said report pursuant to Section 66.0703 and any other pertinent sections of the Wisconsin Statutes and in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the proper departments take such action as is required of them to assess the abutting or adjacent properties and collect such assessment in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts; and, be it

 

Further Resolved, That the projects do not involve any parcels of agricultural land which are eligible for deferred special assessments under the provisions of Section 14.30 of the Milwaukee City Charter; and, be it

 

Further Resolved That a portion of the speed hump projects will be utilizing ARPA (American Rescue Plan Act) funds:  The project/grant number is RG1515236102; and, be it

 

Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it

 

Further Resolved, That projects N. 42nd St.(ST211210280),N. 30th St.(ST211210287), N. 38th St. (ST211210283), N. 52nd St. (ST211220120), N. 56th St. (ST211210288), N. 29th St. (ST211200112) will be billed after January 1, 2024, but not before 12 months after the project contract has been completed.
