Substitute resolution relative to acceptance and funding of the CHAP (Community Healthcare Access Program) Enrollment Capacity Building Grant from the Greater Milwaukee Foundation.
Analysis
This resolution authorizes the Health Department accept and fund the 2013-14 CHAP (Community Healthcare Access Program) Enrollment Capacity Building Grant from the Greater Milwaukee Foundation in the amount of $50,000. The purpose of the project is to enhance support for The City of Milwaukee Health Department (MHD) Community Healthcare Access Program (CHAP) to assist in meeting the high demand for services due to the ACA (Affordable Care Act) Marketplace Open Enrollment.

Whereas, The City of Milwaukee appears to be eligible for grant funds from the Greater Milwaukee Foundation for the 2013-14 CHAP (Community Healthcare Access Program) Enrollment Capacity Building Grant to assist in meeting the high demand for services due to the ACA (Affordable Care Act) Marketplace Open Enrollment; and
Whereas, The operation of this grant project from 10/01/13 to 09/30/14 would cost $50,000 which would be provided entirely by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application to the Greater Milwaukee Foundation is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2013 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled 2013-14 CHAP (Community Healthcare Access Program) Enrollment Capacity Building Grant:

2. Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project/Grant Levels; budget against these Project/Grant values the amount required under the grant agreement;
Further Resolved, That these funds are budgeted to the Health Department which is authorized to:
1. Expend from the amount budgeted sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
2. Expend from the 2013 grant budget funds for specific items of equipment;
3. Expend from the 2013 grant budget funds for training and out-of-town travel by departmental staff;
4. Enter into subcontracts as detailed in the grant budget; and, be it
