This resolution authorizes and directs the Commissioner of Public Works to execute a Project Agreement with the Wisconsin Department of Transportation for the programming and construction of a bicycle trail through the Menomonee River Valley in conjunction with the implementation of Henry Aaron State Park Trail. This trail will connect Miller Park to the intersection of West Canal Street and North Ember Lane and travel over land currently owned by CMC Heartland Partners, CP Rail, MMSD, Marquette University and the City of Milwaukee. The project includes a bridge to cross over the active railroad tracks just east of the 27th Street Viaduct. The project will be funded primarily with federal funds from the Congestion Mitigation and Air Quality program. The 20 percent local matching funds will be from the Wisconsin Department of Natural Resources.
BODY:
Whereas, The Wisconsin Department of Natural Resources (WDNR) has developed a conceptual plan for Henry Aaron State Park Trail which connects Milwaukee's lakefront with the western suburbs; and
Whereas, The City of Milwaukee has been an active participant in the Henry Aaron State Park Trail planning initiative; and
Whereas, The City of Milwaukee has taken a proactive position in opening to the public several segments of the river's edge through the Menomonee River Valley; and
Whereas, The City of Milwaukee applied for Congestion Mitigation and Air Quality (CMAQ) funds to construct this bicycle trail; and
Whereas, The Wisconsin Department of Transportation (WISDOT) has approved this application and submitted a Project Agreement to be executed by the City of Milwaukee for the programming and construction of the project with federal aid under the CMAQ program; and
Whereas, The WDNR has agreed to fund the local share for this project; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works (CPW) is hereby authorized and directed to execute the Project Agreement for the programming and construction of a bicycle trail through the Menomonee River Valley, a copy of which is attached to Common Council Resolution File Number 981662, and is incorporated in this resolution by reference as though set forth in full; and, be it
Further Resolved, That the CPW is hereby authorized and directed to undertake or engage a consultant to undertake preliminary engineering for the above-mentioned project and to reimburse the WISDOT for preliminary engineering costs they incur for the improvement; and, be it
Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project/Grant Chartfield values for preliminary engineering for the project (Expenditure), and transfer to these accounts the amount required under the grant agreement and City Accounting Policy, but not to exceed a 10 percent increase of the total amounts reserved for the grantor's share and local share or $5,000, whichever is greater, as follows:
