Analysis
This ordinance amends provisions relating to the regulation of lobbyists scheduled to go into effect July 1, 2005:
1.      Each license for a lobbyist or principal to engage in lobbying shall be issued for the calendar year and shall expire on December 31 of each year, irrespective of the date of issuance.
2.      Any government department, agency or organization of another political subdivision within the state of Wisconsin; another state; or the federal government shall be exempt from filing an expense statement required for principals.
3.      Certain city employes who present the positions of certified collective bargaining units of which the employes are members are exempt from the provisions related to the regulation of lobbyists.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
 
Part 1. Section 81-73 of the code is repealed and recreated to read:
 
81-73. Lobbying License. 1. Each license for a lobbyist or principal to engage in lobbying shall be issued for the calendar year and shall expire on December 31 of each year, irrespective of the date of issuance.
2. The fee for each license shall be $125 per principal, payable at the time of registration.

Part 2. Section 305-47-5 of the code is renumbered 305-47-6.
 
Part 3. Section 305-47-5 of the code is created to read:
 
305-47. Principals' Expense Statements.
 
5. The following shall be exempt from filing an expense statement under this section: a government department, agency or organization of another political subdivision within the state of Wisconsin; another state; or the federal government.
 
Part 4. Section 305-51-1-i of the code is created to read:
 
305-51. Exceptions.
1. The provisions of this subchapter shall not apply to:
 
i. A city employe, as defined under s. 303-3-11, who presents the position of a certified collective bargaining unit of which the employe is a member.
