ANLS:
-Analysis- An earlier resolution 980471 authorized application for a COPS More Grant for Mobile Data Computer (MDC) equipment. This resolution would authorize acceptance and expenditure of the funds awarded by the United States Department of Justice, Community Oriented Policing Services. The purpose of the grant for $360,000 is to reduce crime and improve public safety, using technology. The forty eight Mobile Data Computers (MDC's) should help to enhance service levels and efficiency. The local match of $120,000 would come from asset forfeitures. The item was included in the 1998 Asset Forfeiture Plan already approved by the Council.
 
BODY:
Whereas, Under the terms of CFDA #16.710 The City of Milwaukee appears to be eligible for grant funds from the United States Department of Justice, Community Oriented Policing Services for a COPS More Grant; and
 
Whereas, The operation of this grant project would cost $480,000 of which $120,000 (25%) would be provided by the city through asset forfeiture funds and $360,000 (75%) would be provided by the grantor; and
 
Whereas, The local match of $120,000 would come from asset forfeiture funds as part of the 1998 Asset Forfeiture Plan previously approved by the Common Council; and
 
Whereas, The grant would enhance the number of MDC's that could be acquired to proceed with the program; and
 
Whereas, The federal government has established specific guidelines for expending funds received as a result of the asset forfeiture fund program; and
 
Whereas, The Police Department currently has funds held in Trust (account no. 61-934-1018) to increase or enhance law enforcement efforts in the City of Milwaukee; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the City Comptroller is authorized to transfer up to $120,000 from the Police Department's Trust Account number 61-934-1018 to the contribution/revenue account, Federal Forfeiture Contribution Revenue (account number 01-331-9970); and, be it
 
Further Resolved, That upon transfer of these funds, the City Comptroller is authorized and directed to establish a special account within the Police Department's budget for the expenditure of these funds; and, be it
 
Further Resolved, That the City Comptroller is authorized and directed to transfer appropriations and estimated revenues from the special revenue account for donor-specified municipal purposes, 01-027-8001, and estimated revenue account for donor-specified municipal purposes, 01-999-9960, to the Police Department's special account and the Police Department's estimated revenue account 01-331-9970, up to the amount of $120,000; and, be it
 
Further Resolved, That all funds are to be expended to enhance law enforcement efforts in the City of Milwaukee in the following category of MDT/MDC (match for grant) in the corresponding amount of $120,000; and, be it
 
Further Resolved, That a detailed reporting of the expenditure of the funds for these purposes will be required in the Police Department's annual report to the Common Council, due by February 1, in accordance with Common Council Resolution number 92-0252, adopted June 16, 1992; and, be it
 
Further Resolved, By the Common Council of the City of Milwaukee that the Police Department shall accept this COPS More Grant unless the terms of the grant change as indicated in Section 304-81 of the Code of Ordinances; and, be it
 
Further Resolved, That the City Comptroller is authorized to:
 
1. Encumber in the parent accounts of the 1998 Special Revenue Accounts-Grant and Aid Projects, the following amounts for the project titled "COPS More Grant #2":

2. Create a Special Revenue Fund - Grant and Aids Projects and the necessary expenditure and revenue accounts; appropriate to these accounts the amount required under the grant agreement and transfer the corresponding offsetting estimated revenue;
 
3. Establish the necessary grant performance submeasures; and, be it
 
Further Resolved, That these funds are appropriated to the Milwaukee Police Department which is authorized to:
 
1. Expend from the amount appropriated sums for specified purposes as indicated in the project grant budget;
 
2. Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10 percent.
