Title
Resolution approving an agreement between the Milwaukee Police Department and Milwaukee World Festival, Inc., relating to extra-duty police services.
Analysis
This resolution authorizes an agreement between the Milwaukee Police Department and Milwaukee World Festival, Inc., relating to extra-duty police services at Summerfest.
Body
Whereas, Milwaukee World Festival (MWF) is a not-for-profit 501 (c) (3) organization responsible for Summerfest; and
Whereas, MWF and the City entered into a Second Amendment to Lease Agreement, effective January 6, 2010 (Lease Agreement) that remains in effect as of the date of this resolution; and
Whereas, Pursuant to s. 3.1. and Addendum to the Lease Agreement, MWF is required to pay to the City a supplemental service fee of $161,963 in 2024, which is intended to offset a portion of the costs of public safety services provided by the City; and
Whereas, Section 312-26 of the Code permits the Police Department to enter into agreements for up to one year and not exceeding $50,000 for additional law enforcement services with entities that meet certain criteria and have been approved by the Police Chief; and
Whereas, The Police Chief has approved the additional law enforcement services, and Summerfest meets the certain criteria found in s. 312-26-2-a of the Code; and
Whereas, The anticipated costs for Police Department services provided under the 2024 Extra Duty Agreement are expected to exceed $161,936; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Extra Duty Letter of Agreement between the Police Department and Milwaukee World Festival, Inc., relating to extra duty services for Summerfest in a form substantially similar to the agreement attached to this file is approved; and, be it
Further Resolved, That the Addendum to 2024 Extra Duty Letter of Agreement between the Police Department and Milwaukee World Festival, Inc., relating to extra duty services for Summerfest in a form substantially similar to the addendum attached to this file is approved; and, be it
Further Resolved, That the Chief of Police, or the Chief’s designee, and the proper City officials are authorized to execute the Extra Duty Letter of Agreement and Addendum in a form substantially similar to the agreement and addendum attached to this file.
