Title

Resolution authorizing the City of Milwaukee's participation in the 2004 Nike Reuse-A-Shoe Program and application for, acceptance and expenditure of related grant monies for the purchase of playground surface materials.

Analysis

This resolution authorizes the City of Milwaukee's participation in the 2004 Nike Reuse-A-Shoe program, which collects and grinds up used athletic shoes at no cost to participating communities and uses the resulting "Nike Grind" material to make sports surfaces.  The City's participation would be coordinated by the Department of Public Works-Operations Division. 

 

This resolution further authorizes and directs the Department of Public Works-Operations Division to apply for a $20,000 grant from Nike, Inc., which can be used for the purchase of a new playground/tot lot surface made of Nike Grind.  The Department of Public Works-Operations Division is authorized to expend this grant money on the purchase of playground/tot lot surfacing materials for one playground/tot lot located in the City of Milwaukee.

Body

Whereas, The National Recycling Coalition and Nike, Inc., have established the Nike Reuse-A-Shoe program, which collects and grinds up used athletic shoes to turn them into sports surfaces (e.g., playground or basketball court surfaces) made of a material called "Nike Grind"; and

 

Whereas, During 2004, the second year of the program, the sponsors anticipate working with about 80 participant communities across the nation, each collecting more than 5,000 pairs of used footwear; and

 

Whereas, While each participating community is responsible for collecting and storing the shoes, Nike picks them up from collection sites and ships them to its recycling facility in Oregon at no cost to the community; and

 

Whereas, In conjunction with the Reuse-A-Shoe program, Nike offers grants to participating communities which can be applied toward the purchase of new sports surfaces made with Nike Grind; and

 

Whereas, Nike has indicated that the City of Milwaukee would be eligible for a $20,000 grant for playground surface materials if it participates in the Reuse-A-Shoe program; and

 

Whereas, Participation in the Reuse-A-Shoe program, and purchase of a new playground/tot lot surface with related grant funds, would benefit the Milwaukee community by keeping recyclable materials out of landfills and by providing a visible reminder of the economic and social benefits of recycling; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Department of Public Works-Operations Division is authorized and directed to take the actions necessary for the City of Milwaukee to participate in the Nike Reuse-A-Shoe program, including establishing locations, dates and times for drop-off of worn-out athletic shoes, providing the necessary collection containers and publicizing the City's participation in the program; and, be it

 

Further Resolved, That the Department of Public Works-Operations Division is authorized and directed to apply for a $20,000 grant from Nike, Inc., which can be applied toward the purchase of a new playground surface made with Nike Grind material; and, be it

 

Further Resolved, That the Department of Public Works-Operations Division is authorized and directed to accept this grant without further Common Council approval, unless the terms of the grant change in a manner described in s. 304-81 of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Encumber in the 2004 Special Revenue Accounts-Grant and Aid Projects the following amounts for the project entitled "Nike Playground Surfacing Material Grant":

3.  Establish the necessary Grant and Aid performance submeasures

; and, be it

 

Further Resolved, That these funds are appropriated to the Department of Public Works-Operations Division, which is authorized to expend such funds for the purchase of surfacing materials for one playground/tot lot in the City of Milwaukee.
