A substitute ordinance to further amend the 2012 offices and positions in the City Service.

This substitute ordinance changes positions in the following departments:

Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 1 of ordinance File Number 110441 relative to offices and positions in the City Service is hereby amended as follows:
Under “Health Department”, add footnote “(FF)” to read as follows: “To expire 03/31/13 unless the Immunize Milwaukee Grant from the UW School of Medicine and Public Health-Wisconsin Partnership Program is extended. Partially funds one Public Health Nurse position.”
Under “Family and Community Health Services Division, Plain Talk Initiative”, delete footnote “(BBB)” and amend footnote “(PPP)” to read as follows: “To expire 12/31/2012 unless the Plain Talk-Prep for Youth Grant from the State of Wisconsin Department of Health Services is extended.”
Under “Family and Community Health Services Division, Women’s, Infant’s and Children’s Nutrition Program Grant (C)”, delete one position of “Nutritionist Coordinator (X) (C)” and add one position of “Clinic Assistant (X) (C)” and two positions of “Breastfeeding Peer Counselors (X) (C)”.
Under “Police Department, Operations Decision Unit, Narcotics”, footnote “(N)” is amended to read as follows: “(N) Milwaukee Metropolitan Drug Enforcement Grant: Position authority to expire 12/31/12, unless the Milwaukee Metropolitan Drug Enforcement Grant is extended” and footnote “(K)” is amended to read as follows: “(K) High Intensity Drug Trafficking Area (HIDTA) Grant. Position authority to expire if HIDTA funding and the HIDTA project are discontinued or until 12/31/12 unless the HIDTA grant is extended.”
Under “Police Department, Operations Decision Unit, District 2 and Weed & Seed Unit”, amend footnote “(S)” to read as follows: “(S) State Beat Patrol Grant: To expire 12/31/12 unless the State Beat Patrol Program Grant available from the State of Wisconsin, Office of Justice Assistance, is extended.”
Part 2. Section 1 of ordinance File Number 110441 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 2, 2012 - January 8, 2012):
Under “Department of Neighborhood Services, Support Services Division, Administrative Services Section, add one “Program Assistant I” and add one position of “Anti-Graffiti Program Coordinator (X)”.
Under “Commercial Inspection Division, Commercial Inspection Section”, delete 16 positions of “Code Enforcement Inspector II (X)” and add 16 positions of “Commercial Code Enforcement Inspector (X)”.
Under “Residential Inspection Division, Code Enforcement Section, add 3 positions of Building Codes Enforcement Supervisor (X)”, delete one position of “Special Enforcement Inspector (X)”, delete one position of “Customer Service Representative II”, delete 22 positions of “Code Enforcement Inspector II (X)” and add 38 positions of “Residential Code Enforcement Inspector (X)”, add 2 positions of “Residential Code Enforcement Inspector (X)(Z)”, add one position of Residential Code Enforcement Inspector (0.5 FTE)(A)(X)”, add 2 positions of “Office Assistant III” and add one position of “Office Assistant II”.
Under “Residential Inspection Division, Vacant Building Registration Program”, delete 4 positions of “Code Enforcement Inspector II (X)” and add 4 positions of “Residential Code Enforcement Inspector (X)”.
Under “Residential Inspection Division, Residential Rental Inspection Program”, delete 4 positions of “Code Enforcement Inspector (X)” and add 4 positions of Residential Code Enforcement Inspector (X)”.
Under “Special Enforcement Division”, delete one position of “Special Enforcement Inspector (X)” and add one position of “Special Enforcement Supervisor (X)”.
Under “Targeted Enforcement (A)”, delete two positions of “Program Assistant II (0.5 FTE) (A)(X)” and add one position of “Program Assistant I (A)(X)”, and delete 7 positions of “Code Enforcement Inspector II (A)(X)(Z)” and add 7 positions of “Residential Code Enforcement Inspector (A)(X)(Z)” and delete 2 positions of “Code Enforcement Inspector II (X)(Z)”.
Delete heading “Nuisance Control Section”, delete one position of “Nuisance Control Supervisor (X)(Y)” , delete one position of “Environmental Code Enforcement Supervisor (X)(Y)”, delete 18 positions of positions of “Nuisance Control Officer II”, delete one position of “Nuisance Control Officer I (0.5 FTE)(A)”, delete two positions of “Office Assistant III” and one position of “Office Assistant II”.
Under “Environmental Health Section, add one position of “Environmental Code Enforcement Supervisor (X)(Y)”, delete 5 positions of “Environmental Hygienist” and add 5 positions of “Environmental Risk Officer (X)”.
Under “Operation Immediate Clean-up (A)”, delete 5 positions of “Nuisance Control Officer II (0.5 FTE)(A)(X)” and add 5 positions of “Residential Code Enforcement Inspector (0.5 FTE)(A)(X)”.
Under “Auxiliary Positions”, delete 2 positions of “Code Enforcement Inspector II (X)”, delete one position of “Nuisance Control Officer II” and add 3 positions of “Residential Code Enforcement Inspector (X)”.
Part 3. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 4. The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 2, 2012 (January 8, 2012).
The provisions of all other parts of this ordinance are deemed to be in force and effect from and after its passage and publication.
Part 5. This ordinance will take effect and be in force from and after its passage and publication.
