Resolution authorizing the Commissioner of Public Works to execute a Revised Project Agreement titled ”State/Municipal Agreement for a Highway Improvement project” between the City of Milwaukee and Wisconsin Department of Transportation for the reconstruction of the South Whitnall Avenue Bridge over the Union Pacific Rail Road with 80 percent Federal and State construction aid under the Local Bridge Replacement and Rehabilitation Program and to provide 100 percent local funds for the revised engineering costs with a City of Milwaukee Share of $201,000 and a grantor share of $0.

Analysis

This Resolution authorizes the Commissioner of Public Works to execute a Revised Project Agreement with the WisDOT for the reconstruction of the South Whitnall Avenue Bridge over the Union Pacific Rail Road and to fund the revised engineering estimate with a City of Milwaukee share of $201,000 and a grantor share of $0.  The Revised Project Agreement provides for 100 percent local funds for engineering, and 80 percent Federal and State aid and 20 percent local cost sharing for eligible construction costs for the project.  The total estimated cost for the project is $2,904,000 of which $788,800 is the City of Milwaukee’s Share and $2,115,200 is the grantor share.  Construction funds for the project will be requested in a future Common Council resolution.

Body

Whereas, The Common Council of the City of Milwaukee adopted Resolution File Number 091016 authorizing and directing the Commissioner of Public Works to execute an agreement with the Wisconsin Department of Transportation (WisDOT) for the rehabilitation of the South Whitnall Avenue Bridge over Union Pacific Rail Road with 80 percent Federal and State aid under the Local Bridge Replacement and Rehabilitation Program; and

 

Whereas, The South Whitnall Avenue Bridge over Union Pacific Rail Road project scope has been revised from a rehabilitation project described in the original agreement to full reconstruction which has increased the engineering and construction costs; and

 

Whereas, The City has agreed to fund the engineering costs with 100 percent local funds in exchange for the WisDOT funding the increased construction costs with 80 percent Federal and State aid; and

 

Whereas, The WisDOT has submitted a Revised Project Agreement that includes additional funding for the engineering and construction costs associated with the bridge reconstruction project for City execution; and

 

Whereas, The WisDOT has submitted a Revised Project Agreement that removed the railroad costs that were inadvertently included in the original agreement; and

 

Whereas, The bridge project is scheduled for construction in 2014 and construction funds for this project will be requested in a separate resolution; now therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee that the Commissioner of Public Works is hereby authorized to execute the Revised Project Agreement updating and revising the engineering and construction costs associated with the reconstruction of the South Whitnall Avenue Bridge over Union Pacific Rail Road with 100 percent local cost for engineering, and 80 percent Federal and State aid under Local Bridge Replacement and Rehabilitation Program and 20 percent local cost sharing for construction, a copy of which is attached to Common Council File Number 111359 and incorporated in this resolution as though set forth therein in full; and, be it

 

Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project/Grant Chartfield Values for preliminary engineering for the projects (Expenditure) and transfer to any of these accounts the amount required under grant agreement and City Accounting Policy but not to exceed a 10 percent increase of the total amounts reserved for the grantor’s share and local share or $5,000 whichever is greater, as follows:
