This substitute resolution approves and authorizes the Commissioner of Public Works to execute an amendment to the State/Municipal Agreement with the Wisconsin Department of Transportation for the West Fond du Lac Avenue (STH 145) project from North 19th Street to North 36th Street. The amendment provides for the use of $1,000,000 in State funds, which are included in the 1998-1999 State Biennium Budget, for the development and construction of street related infrastructure components intended to enhance economic development. The money is to be used for items typically not standard to a roadway project. No local cost participation is required.

BODY:
Whereas, Common Council Resolution File Number 89251, adopted June 6, 1989, approved and authorized an agreement with the Wisconsin Department of Transportation (WISDOT) for the improvement of West Fond du Lac Avenue (STH 145) from North 19th Street to North 36th Street with Federal/State aid; and

Whereas, Preliminary engineering activities for the improvement are underway; and

Whereas, The recent 1998-1999 State Biennium Budget allocated an additional $1,000,000 specifically for preliminary engineering and construction of West Fond du Lac Avenue and for associated economic development; and

Whereas, It is proposed that the additional allocated funds be utilized to develop and construct street related features which enhance economic development; and

Whereas, The Wisconsin Department of Transportation (WISDOT) has forwarded an amendment to the original West Fond du Lac Avenue project agreement to add these economic development components in the project; and

Whereas, The amendment provides that the budgeted additional money is intended for design, right-of-way and construction of items not standard to a roadway project but would deal with streetscape related infrastructure components which enhance economic development along the project and surrounding neighborhood; and

Whereas, That the budgeted additional money can be used in any proportion for either design, right-of-way or construction, provided the total cost does not exceed $1,000,000; and

Whereas, No City cost participation is required in the use of the additional budgeted funds; now, therefore, be it
