Title

Substitute resolution expressing the City of Milwaukee’s support for enacting new Federal legislation to provide direct financial relief funding to local governments and provide economic stimulus.

 

Analysis

This resolution urges Congress and the President of the United States and to promptly enact new Federal legislation and appropriate funds supporting continued aid for local governments and public health response by State and local governments and urges continued funding of economic stimuli including rent assistance, mortgage deferrals, small business loans, and enhanced unemployment support.

 

Body

 

Whereas, Spread of the novel coronavirus SARS-nCoV-2 and the COVID-19 disease has been declared a pandemic by the World Health Organization, with over 29 million confirmed cases and over 925,000 deaths; and

 

Whereas, The United States has more than 6.5 million confirmed cases of the disease since January 2020, and at least 194,000 Americans have died from COVID-19 in that time; and

 

Whereas, The public health response to COVID-19 necessarily falls to local and state public health authorities throughout the United States; and

 

Whereas, The necessary public health actions taken by state and local officials to reduce the spread of COVID-19 require actions that impact the local economy; and

 

Whereas, Sustained monitoring and control of COVID-19 will require additional resources beyond the current capacity of local governments; and

 

Whereas, The Federal Coronavirus Aid, Relief, and Economic Security (CARES) Act provided hundreds of millions of dollars to local governments to respond to COVID-19, support food and shelter needs of Americans impacted by the economic recession, and sustain small businesses during the pandemic; and

 

Whereas, CARES Act funding must be fully obligated or spent by December 31, 2020; and

 

Whereas, Projections from experts estimate daily new infections in Wisconsin ranging from 1,800 to 31,000 per day through December 31, 2020, dependent on sustaining and adhering to public health restrictions; and

 

Whereas, Local governments will need resources to sustain public health response and economic stimulus for their communities for the duration of the pandemic; and

 

Whereas, The Federal government is in the best position to fund and authorize the level of economic stimulus needed in Milwaukee and across the nation; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that Congress and the President of the United States are urged to promptly enact new Federal legislation to provide direct financial relief funding to local governments and to support continued aid for public health response by State and local governments; and, be it

 

Further Resolved, That those actions include continued funding of economic stimuli including rent assistance, mortgage deferrals, small business loans, and enhanced unemployment supports; and, be it

 

Further Resolved, That the City Clerk shall send copies of this resolution to President Trump and the City’s delegation in the United States Congress.
