Analysis

This resolution confirms the report of the Commissioner of Public Works, as modified by the Common Council Committee, on projects for which Public Hearings have been held.  The resolution authorizes the levying of special assessments and directs the installation and construction of said public improvements.  The City cost of these projects approved by this resolution is estimated to be $1,165,100.  The total estimated cost of these projects is $3,588,800.

Whereas, The Common Council of the City of Milwaukee adopted preliminary resolutions, determining it necessary and in the public interest to construct and levy special assessments for the following improvements:

 

3rd Aldermanic District

 

E. Locust St. - N. Lake Dr. to N. Maryland Ave. (ST211060116) File Number 070660:  Asphalt pavement resurfacing, replace all curb and gutter, narrowing the roadway from 40 feet to 36 feet, sidewalk and driveway approaches where needed, sodding, grading, and tree removal where necessary.  Install traffic calming devices. (Assessable Reconstruction Paving Fund -- $47,000; Nonassessable Reconstruction Paving Fund -- $575,000).  The total estimated cost for this project including the requested amount is $690,900.  This project is anticipated to be completed during the 2008 construction season.

 

9th Aldermanic District

 

N. Wausaukee Rd.(North 124th St.); W. County Line Rd. to W. Mequon Rd. (Sponsored by the City of Mequon)(ST320051801) (2697-05-00) File Number 050157: Asphalt pavement reconstruction; pulverize existing roadway, reconstruct with asphalt pavement and gravel shoulders.( Grantor Non-Reimbursable Paving Fund -- $135,000; City Share Non-Assessable Paving Fund -- $20,000; City Share Assessable Paving Fund--$15,000).

S. 55th St. - W. Morgan Ave. to W. Oklahoma Ave. (ST211010155) File Number 070489:  Asphalt pavement resurfacing, replace curb and gutter, sidewalk and driveway approaches where needed, sodding, and grading. (Assessable Reconstruction Paving Fund -- $115,000; Nonassessable Reconstruction Paving Fund -- $180,000).  The total estimated cost for this project including the requested amount is $332,000.  This project is anticipated to be completed during the 2008 construction season.

 

13th Aldermanic District

 

S. 2nd St. - W. Howard Ave. to W. Tripoli Ave. (ST211020125) File Number 070368:  Asphalt pavement resurfacing, replace curb and gutter, sidewalk and driveway approaches where needed, sodding, and grading. (Assessable Reconstruction Paving Fund -- $2,800; Nonassessable Reconstruction Paving Fund -- $33,000).  The total estimated cost for this project including the requested amount is $45,600.  This project is anticipated to be completed during the 2008 construction season.

 

14th Aldermanic District

 

S. Shore Dr. - E. Ontario St. to E. Russell Ave. (ST211080114) File Number 070660:  Replace all curb and gutter, replace sidewalk and driveway approaches where needed, sodding, and grading. (Assessable Reconstruction Paving Fund -- $12,300; Nonassessable Reconstruction Paving Fund -- $30,000).  The total estimated cost for this project including the requested amount is $50,300.  This project is anticipated to be completed during the 2008 construction season.

Whereas, The report of the Commissioner of Public Works has been filed with the City Clerk; and

 

Whereas, Notices have been sent to all interested persons and public hearings held; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works’ Report, as amended at said Public Hearing, is approved and the properties therein identified are benefited; and, be it

 

Further Resolved, That said Commissioner of Public Works is authorized and directed to proceed with said work in accordance with said report pursuant to Section 66.0703 and any other pertinent sections of the Wisconsin Statutes and in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the proper departments take such action as is required of them to assess the abutting or adjacent properties and collect such assessment in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized and directed to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts; and, be it

 

Further Resolved, That the projects do not involve any parcels of agricultural land which are eligible for deferred special assessments under the provisions of Section 14.30 of the Milwaukee City Charter; and, be it

 

Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it

 

Further Resolved, That projects: E. Locust St. (ST211060116), N. Wausaukee Rd.(North 124th St.)(ST320051801), S. 55th St. (ST211010155), S. 2nd St. (ST211020125), and S. Shore Dr. (ST211080114) will be billed after January 1, 2010, but not before 12 months after the project contract has been completed; and, be it

 

Further Resolved, That the following projects be deleted from the 2008 Paving Program:

 

9th Aldermanic District

 

N. 83rd St. - W. Brentwood Ave. to W. Clovernook St. (ST211070105) File Number 060952

 

N. Burbank Ave. - W. Casper St. to W. Spokane St. (ST211060125) File Number 060842

 

14th Aldermanic District
