Analysis

This Resolution authorizes and directs the Commissioner of Public Works and/or the Chief of Police to execute agreements with the Wisconsin Department of Transportation to provide reimbursement of actual costs for services and items provided by the City as traffic mitigation measures in conjunction with the resurfacing of IH 894/USH 45 in 2001.

Body

Whereas, The Wisconsin Department of Transportation (WISDOT) will be undertaking the resurfacing of the northbound lanes of IH 894 and USH 45 (Zoo Freeway) from W. Lincoln Avenue in West Allis to CTH Q in Menomonee Falls during the 2001 construction season; and

 

Whereas, Construction activity on the Zoo Freeway is anticipated to result in the diversion of a significant portion of normal Freeway traffic onto the local street system during this resurfacing project due to long term lane and ramp closures on the Freeway; and

 

Whereas, Preliminary approval has been received from WISDOT, along with a Project Agreement to be executed by the City of Milwaukee, to provide reimbursement of actual costs for necessary services and items provided by the City as local street traffic impact mitigation measures to address the change in traffic patterns resulting from the resurfacing of the Zoo Freeway; and

 

Whereas, Sufficient funds remain from the 2000 stage of the project to support all City costs related to traffic control measures proposed to be implemented by the Department of Public Works during 2001 construction, while the Police Department estimates that additional Police patrols, traffic enforcement and other necessary safety enhancements to be implemented during 2001 Freeway construction activity will require funding in the amount of $115,000;  now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of public Works and Chief of Police are hereby authorized and directed to execute a Project Agreement to provide reimbursement of actual costs for services and items provided by the City as local street traffic impact mitigation measures in conjunction with the resurfacing of the northbound lanes of the Zoo Freeway in 2001, a copy of which is attached to Common Council File 001677, and is incorporated in this resolution by reference as though set forth in full; and, be it

 

Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project/Grant Chartfield values for the project (Expenditure), and transfer to these accounts the amount required under the Project Agreement and City Accounting Policy, but not to exceed a 10 percent increase of the total amounts reserved for the Grantor's share and Local share or $5,000, whichever is greater, as follows:
