Analysis

This resolution assigns the honorary street name, "Dr. Joe L. Hughes," to the 2900 block of West State Street in the 4th Aldermanic District.

 

Body

Whereas, Bishop, Dr. Joe L. Hughes established his original church with the help and support of his wife of 59 years, Dr. Lucy B. Hughes, in their home in 1964 and ministered for over 30 years to the congregants of the Greater Utopian Church at 2925 W. State Street along with his wife before her passing in November, 2008; and

 

Whereas, Dr. Hughes is vital and active at age 78, continues to minister to the congregants of the Greater Utopian Church and serves as a trusted guide in the spiritual and temporal lives of his community; and

 

Whereas, The Greater Utopian Church established by Bishop, Dr. Hughes has been and continues to be a stabilizing institution in the West State Street community, regularly and consistently reaching out to the surrounding community to help meet the spiritual and temporal needs of residents; and

 

Whereas, Dr. Hughes has served, and continues to serve, as a role model for countless young men who need a father-figure they can emulate, and through Dr. Hughes’ influence, many of these young men were inspired to complete their education and now hold respected positions in the community; and

 

Whereas, Dr. Hughes has been, and continues to be, a beacon of light to the women of his community, inspiring them to fulfill their potential and pursue their dreams despite obstacles to success; and

 

Whereas, Bishop, Dr. Hughes began telecasting worship services on Channel 55 with his wife in 1989 to minister to the spiritual needs of the homebound and shut-ins; and

 

Whereas, On June 16, 2009, the Common Council adopted File #081606, assigning the honorary name “Dr. Lucy B. Hughes” to the 2-block segment of West State Street from North 29th Street to North 31st Street in honor of Dr. Joe Hughes’ wife, Dr. Lucy Hughes; and

 

Whereas, The applicant now seeks to honor both Drs. Joe and Lucy Hughes by amending Resolution File #081606 through File #090435 to assign the honorary name “Dr. Lucy B. Hughes” to the 3000 block of West State Street and petitioning the Common Council with this resolution to assign the honorary name “Dr. Joe L. Hughes” to the 2900 block of West State Street, thus honoring the two church founders along the 2-block section of West State Street that fronts the Greater Utopian Church at 2925 West State Street; and

 

Whereas, Section 113-3 of the Milwaukee Code of Ordinances provides a procedure for assigning honorary street names, and s. 113-3-6 specifies criteria for the using the names of individuals when assigning honorary street names; and

 

Whereas, The Common Council finds the honorary naming of the 2900 block of West State Street as “Dr. Joe L. Hughes,” meets the code criteria; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee that the honorary name of “Dr. Joe L. Hughes,” shall be assigned to the 2900 block of West State Street; and, be it

 

Further Resolved, That signage for this honorary street naming comply with design specifications set by the Department of Public Works; and, be it

 

Further Resolved, That the petitioner has requested suitable honorary street naming signage be fabricated and installed by the Department of Public Works at a cost to be paid in full by petitioner; and, be it

 

Further Resolved, That the Department of Public Works shall fabricate and install signage for this honorary street naming within 90 days of adoption of this resolution in compliance with s. 113-3; and, be it

 

Further Resolved, That petitioner shall notify the Department of Public Works if and when signage for this honorary street naming needs to be replaced and the petitioner will fully reimburse the City for any such replacement.
