Title

Resolution authorizing and directing the Commissioner of Public Works to execute an Agreement with Milwaukee County for the planned improvement of the west one-half of South 13th Street south of West College Avenue. (Infrastructure Services Division)

Analysis

 This resolution authorizes and directs the Commissioner of Public Works to execute an Agreement with Milwaukee County for preliminary engineering work associated with the improvement of the west one-half of South 13th Street from West College Avenue to the South City Limits.  Milwaukee County has agreed to include this City segment in their programmed improvement of South 13th Street (CTH "V") from West College Avenue to West Rawson Avenue.  The preliminary engineering for the City segment of South 13th Street is estimated at $155,000.  Utilizing Federal Aid of 80% participation under the Surface Transportation Program (STP), the City's share will be $31,000.  This resolution also authorizes and directs the City Comptroller to establish the necessary subaccounts for this project.

Body

Whereas, Milwaukee County has programmed the improvement of South 13th Street (CTH "V") from West College Avenue to West Rawson Avenue; and

 

Whereas, The west one-half of South 13th Street from West College Avenue to the South City Limits is located within the City of Milwaukee and is not part of the County Trunk Highway System; and

 

Whereas, Milwaukee County is willing to incorporate this segment of South 13th Street in the City in their project; and

 

Whereas, The City's portion will be the City's funding responsibility and it is the City's intent to utilize Federal Surface Transportation Program (STP) funding entitlement for the project which provides for 80% Federal participation; and

 

Whereas, Milwaukee County has forwarded an Agreement for City execution to initiate the preliminary engineering for the project; and

 

Whereas, The real estate and construction phases of the project will require additional agreements and further Common Council actions before they can proceed; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee that the Commissioner of Public Works is hereby authorized and directed to execute an Agreement with Milwaukee County for preliminary engineering work associated with the improvement of the west one-half of South 13th Street, south of West College Avenue, a copy of which is attached to CC Res. File No. 030469, and is incorporated in this resolution by reference as though set forth in full; and, be it

 

Further Resolved, That it is the City's intent to utilize Federal Surface Transportation Program (STP) funds for its share of the project and the City Engineer is authorized to notify the Wisconsin Department of Transportation (WISDOT) of this intention; and, be it

 

Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project/Grant Chartfield Values for preliminary engineering for the project (Expenditure) and transfer to any of these accounts the amount required under the grant Agreement and City Accounting Policy but not to exceed a 10 percent increase of the total amounts reserved for the grantor's share and local share or $5,000, whichever is greater, as follows:

Further Resolved, That the City Engineer is hereby authorized and directed to approve and make periodic payments to Milwaukee County or the WISDOT upon receiipt of invoices for the City's share of costs of the above project.
