Title

Resolution relating to acceptance and funding of a U.S. Department of Labor Growth Opportunities Program - Employ Milwaukee Growth Opportunities Milwaukee subrecipient grant.

Analysis

This resolution authorizes the Department of Administration - Office of Community Wellness & Safety to accept and fund a subrecipient grant from Employ Milwaukee in the amount of $414,260, with a City share of $0 and a grantor share of $414,260.

Body

Whereas, Under the terms of CFDA #17.270, The City of Milwaukee appears to be eligible as a subrecipient of federal grant funds from Employ Milwaukee as part of the U.S. DOL Growth Opportunities Program - Employ Milwaukee Growth Opportunities Milwaukee (GO MKE) grant; and

 

Whereas, The purpose of the subrecipient grant is to provide violence prevention services such as mentorship, conflict resolution curriculum, and a peer ambassador program for justice-involved youth as part of preparation for the world of work; and

 

Whereas, The operation of this grant from 7/01/2025 to 7/31/2028 would cost $414,260 of which, $0 (0%) would be provided by the city and $414,260 (100%) would be provided by the grantor; now therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee that the Department of Administration - Office of Community Wellness & Safety shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

1.                     Commit funds within the Project/Grant Parent of the 2025 Special Revenue - Grant and Aid Projects the following amounts for the program/project titled Employ Milwaukee - GO MKE:

2.                     Create the necessary Grant and Aid Project/Grant and Project/Grant Levels; budget against these Project/Grant values the amount required under the grant agreement;

 

3.                     Establish the necessary City Share Project Values; and, be it

 

Further Resolved, That these funds are budgeted for the Department of Administration- Office of Community Wellness & Safety, which is authorized to:

 

1.                     Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

 

2.                     Enter into subcontracts as detailed in the grant budget; and, be it

 

Further Resolved, That the Common Council directs that the 2025 Position Ordinance shall be amended as follows:

Add one Community Outreach Specialist (DOL)

 

Add footnote DOL as follows:

 (DOL) GO MKE grant: Position authority shall expire 7/31/2028 unless the GO MKE
