Title
Resolution relating to application for, and acceptance and funding of, a US Environmental Protection Agency Great Lakes Collections of Household Unwanted Electronics and Medicines Grant.
Analysis
This resolution authorizes the Department of Public Works - Operations (Sanitation Section) to apply for, accept and fund a Great Lakes Collections of Household Unwanted Electronics and Medicines Grant titled “Milwaukee Safe Electronics Collection.” The purpose of this grant is to collect unwanted household electronics for proper recycling and safe disposal to safeguard the health of Lake Michigan as part of the US EPA’s Great Lakes 2008 Earth Day Challenge. Household electronics contain hazardous materials including lead, mercury and heavy metals. When improperly disposed of, discarded electronics pose a risk to human and environmental health through the release of such hazardous materials into the air and water. The responsible recycling of electronics reduces these risks while also recovering valuable resources such as gold, silver, copper, plastic, glass and steel. The total project cost is $20,000, of which 100% will be provided by the grantor with no match funds required by the City. The program will include the following components:
1. Participate in US Environmental Protection Agency’s Great Lakes 2008 Earth Day Challenge to collect one million pounds of household electronics throughout the Great Lakes Basin by hosting a one-day household electronics collection at the Italian Community Center South Parking Lot located at 631 E. Chicago Street on April 26, 2008 from 10a-2p. Collection items include televisions, computers and computer peripherals.
2. Host a media event at the Lakefront to promote the household electronics collection event to include City and US EPA officials that highlights the hazards of landfilling household electronics and making the connection to water quality and the protection of the Great Lakes.
3. Promote television collection as one-day only opportunity for city residents to dispose of old televisions. Computers and computer peripherals are accepted for recycling at City self-help centers year-round. Televisions and other household electronics are not. The conversion from traditional analog technology to digital television format may lead to an increase of discarded televisions. This one-day event will provide an opportunity for residents to discard televisions for proper recycling.
4. Partner with Keep Greater Milwaukee Beautiful to conduct the collection event.

Whereas, The City of Milwaukee appears to be eligible for a Great Lakes Collections of Household Unwanted Electronics and Medicines Grant from the US Environmental Protection Agency; and
Whereas, The Department of Public Works-Operations Division (Sanitation Section) would use this grant to conduct a one-day household electronics collection event; and
Whereas, This event will include the following components:
1. Resolved, By the Common Council of the City of Milwaukee, that the Department of Public Works is authorized to apply, accept and fund a Great Lakes Collections of Household Unwanted Electronics & Medicines Grant entitled “Milwaukee Safe Electronics Collection” in the amount of $20,000 from the US Environmental Protection Agency without further Common Council approval, unless the terms of the grant change in a manner described in s. 304-81 of the Milwaukee Code of Ordinances; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Encumber in the parent accounts of the 2008 Special Revenue Accounts-Grant and Aid Projects the following amounts for the project Great Lakes Collections of Household Unwanted Electronics & Medicines Grant:

2. Create a Special Revenue Fund-Grant and Aid Projects and the necessary expenditure and revenue accounts, appropriate to these accounts the amounts required under the Grant Agreement, and transfer the corresponding offsetting estimated revenue.
3. Establish the necessary Grant and Aid performance sub-measures.

Further Resolved, That these funds are appropriated to the Department of Public Works-Operations Division (Sanitation Section), which is authorized to:
1. Make expenditures from these funds for specified purposes as indicated in the program budget, a copy of which is attached to this file.
2. Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10% or more.
3. Enter into subcontracts and leases to the extent detailed in the project budget.
