Title

Substitute resolution directing the Department of Neighborhood Services to create a new Ziggy Clean-up Program, to seek private donations, and authorizing the acceptance and subsequent expenditure of contributions received for the Ziggy Clean-up Program.

Analysis

This resolution directs the Department of Neighborhood Services (DNS) to create a city-wide clean-up program honoring the late Mr. Greg “Ziggy” Zyszkiewicz.  Mr. Zyszkiewicz, a DNS Special Enforcement Inspector, was murdered during an attempted carjacking robbery while in the performance of his duties.  The resolution also directs DNS to solicit private donations to support the clean-up program.  Further, the resolution authorizes the Department of Neighborhood Services to accept and expend contributions received for the Ziggy Clean-up Program.

Body

Whereas, The late Mr. Greg “Ziggy” Zyszkiewicz, a Department of Neighborhood Services Special Enforcement Inspector, was murdered on March 22, 2017, during an attempted carjacking robbery in the vicinity of North 23rd Street and West Cherry Street while traveling to conduct a housing code violation inspection; and

 

Whereas, Mr. Zyszkiewicz was a well-regarded 33-year employee of the City of Milwaukee who dedicated his professional life to concern for city residents and the stability of their neighborhoods; and

 

Whereas, It is fitting that Mr. Zyszkiewicz be memorialized by a program named in his honor to clean up the City he served; and

 

Whereas, The Common Council amended the 2018 Proposed Executive Budget to include a footnote directing DNS to create a new Ziggy Clean-up Program and seek private donations to support that program; and

 

Whereas, The Common Council intends for City employees to volunteer their time to clean up neighborhoods throughout the city, side-by-side with residents; and,

 

Whereas, Section 304-24 of the City of Milwaukee Code of Ordinances regulates the receipt, appropriation, and expenditure of contributions received by the City; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Department of Neighborhood Services is directed to create a city-wide clean-up program in honor of the late Mr. Greg “Ziggy” Zyszkiewicz; and, be it

 

Further Resolved, That the Department shall provide cleanup supplies as appropriate and available from the Department’s Community Sanitation Fund, but all other funds needed for this program shall come from private donations; and, be it

 

Further Resolved, That the Department is also directed to solicit private donations to support the Ziggy Clean-up Program; and, be it

 

Further Resolved, That the Department is authorized to accept and expend donations to support this program in an amount not to exceed $1 million; and, be it

 

Further Resolved, That upon receipt and deposit of these funds, the City Comptroller is authorized and directed to establish a special account within the budget for the expenditure of the contributions; and, be it

 

Further Resolved, That the City Comptroller is authorized and directed to transfer appropriations and estimated revenue from the General Fund Contribution Appropriation Control account, number 0001-2110-006300-D001, and the Estimated Revenue account for contributions, number 0001-2100-009850, to the Department of Neighborhood Services’ Contribution Account 0001-3600-006300-0001-DXXX, titled “Contributions-Ziggy Cleanup”, and Estimated Revenue account 0001-3600-009850 for the purposes set forth in this resolution in an amount not to exceed $1 million; and, be it

 

Further Resolved, That the Common Council urges all City employees to honor their fellow employee, the late Mr. Greg Zyszkiewicz, by volunteering their vacation time or other free time to participate in the city-wide Ziggy Clean-up Program.
