Resolution approving the submission of the significant amendment to the Capital Fund Program (CFP) Five-Year Action Plan for the period 2023 to 2027 to the U. S. Department of Housing and Urban Development

Body
WHEREAS, the Housing Authority of the City of Milwaukee (HACM) is proposing a significant amendment to the 2023-2027 Capital Fund Program (CFP) Five-Year Action Plan approved by the U.S. Department of Housing and Urban Development (HUD); and
WHEREAS, the 2023-2027 CFP Five-Year Action Plan describes the activities planned to be undertaken with current and future Capital Fund Program Grant and Capital Fund Financing Program financing to fulfill HACM’s mission, goals and objectives to enable it to meet housing and other needs of families it serves; and
WHEREAS, this significant amendment, includes additional goals that were not in the original plan, including, but not limited to: (1) Façade repair in all public housing buildings- highrises; (2) Elevator modernization; (3) procurement and installation safety related equipment; and (4) Rehabilitation or modernization of units that have been placed under the long-term vacancy status, including those units that are under heavy pest infestation; and
WHEREAS, this significant amendment, further includes revisions and additions to the description to the list of work item categories to address and prioritized capital needs throughout the entire public housing portfolio; and
WHEREAS, the Resident Advisory Board (RAB) reviewed drafts of the significant amendment to the 2023-2027 CFP Five-Year Action Plan, and provided feedback and recommendations at their meeting on August 22, 2024; and
WHEREAS, HACM has considered the comments and recommendations from the RAB and residents and has attached those comments along with HACM’s responses to the plan itself and will include them in the submission of the documents to HUD; and
WHEREAS, HACM, as required, has also solicited written comments from the public and conducts a public hearing, which took place September 11, 2024, but did not receive any written comments nor comments during the public hearing regarding the 2023-2027 CFP Five-Year Action Plan; and
WHEREAS, the Secretary-Executive Director recommends that the significant amendment to HACM’s 2023-2027 CFP Five-Year Action Plan be approved and electronically transmitted to HUD; now, therefore, be it
RESOLVED, that the significant amendment to HACM’s 2023-2027 CFP Five-Year Action Plan be and is hereby approved; and be it
FURTHER RESOLVED, that the Secretary-Executive Director is hereby authorized to electronically transmit the significant amendment to 2023-2027 CFP Five-Year Action Plan to HUD.
