Analysis

This resolution approves Contribution Agreements between the City of Milwaukee and the Boards of Business Improvement District Nos. 2, 4, 5, 8, 10, 15 and 21. The Common Council of the City of Milwaukee has approved the 2002 Operating Plans for the Boards and the 2002 City budget, which authorizes contributions from the City to the Boards. These Contribution Agreements enable the City to make the contributions and commits the Boards to expending the funds solely for the purposes authorized under their year 2002 Operating Plans.

Body

Whereas, Pursuant to Section 66.608, Wisconsin Statutes, the City of Milwaukee ("City") created Business Improvement District ("BID") No. 2 (Historic Third Ward), No. 4 (Greater Mitchell Street), No. 5 (Westown), No. 8 (Historic King Drive), No. 10 (Avenues West), No. 15 (Milwaukee Riverwalk) and No. 21 (Downtown Management District) and adopted their initial Operating Plans; and

 

Whereas, Acting pursuant to Section 66.608(3)(b), Wisconsin Statutes, the BID Boards ("Boards") and the City have thereafter considered and approved annual changes to the Operating Plans; and

 

Whereas, The Operating Plans as changed for 2002 ("2002 Operating Plans") provide for contributions from the City to the Boards to fund, in part, the activities authorized under the 2002 Operating Plans; and

 

Whereas, The City, by the adoption of its 2002 budget, has authorized the expenditure of $169,000 to fund, in part, the activities authorized under the 2002 Operating Plans; and

 

Whereas, The City's contributions are made pursuant to Section 66.608(4), Wisconsin Statutes, which authorizes the City to make "appropriations for the benefit of the business improvement district"; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee that the proper City officials are authorized and directed to execute Contribution Agreements with the Boards of the respective BIDs for the following amounts:

 

1. No. 2 (Historic Third Ward), $18,000

 

2. No. 4 (Greater Mitchell Street), $25,000

 

3. No. 5 (Westown), $18,000

 

4. No. 8 (Historic King Drive), $21,000

 

5. No. 10 (Avenues West), $12,000

 

6. No. 15 (Milwaukee Riverwalk), $40,000

 

7. No. 21 (Downtown Management District), $35,000

 

; and, be it

 

Further Resolved, That the Contribution Agreements shall be in a standard format, a copy of which is attached to this Common Council File.
