Substitute resolution relative to application, acceptance and funding of a Gates Foundation Urban Library Leadership Grant.
ANLS:
This substitute resolution authorizes the Milwaukee Public Library to apply for, accept and fund a Gates Foundation Urban Library Leadership Grant from the Gates Library Foundation in the amount of $300,959 with a city share of $139,959 and a grantor share of $161,000. The purpose of the project is to provide computer hardware to equip community computer training centers at the Central Library and three Neighborhood Branch Libraries.
BODY:
Whereas, The City of Milwaukee appears to be eligible for grant funds from the Gates Library Foundation for the purchase of computer equipment for community training centers; and
Whereas, The operation of this grant from 03/01/98 to 12/31/99 would cost $300,959 of which $139,959(47%) would be provided by the city and $161,000(53%) would be provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application to the Gates Library Foundation is authorized and the Milwaukee Public Library shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 940843 (Grant Ordinance); and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Encumber in the parent accounts of the 1998 Special Revenue Accounts-Grant and Aid Projects, the following amounts for the project titled "Gates Foundation Urban Library Leadership Grant:"

2. Create a Special Revenue Fund - Grant and Aid Projects and the necessary expenditure and revenue accounts; appropriate to these accounts the amount required under the grant agreement and transfer the corresponding offsetting estimated revenue;
3. Establish the necessary grant performance submeasures; and, be it
Further Resolved, That these funds are appropriated to the Milwaukee Public Library which is authorized to:
1. Expend from the amount appropriated sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
2. Expend from the 1998 grant budget funds for specific items of equipment;
