Substitute resolution authorizing the acceptance of 2025 Funding Assistance Program (FAP) funding.
Analysis
This resolution authorizes the Fire Department to accept and fund the 2025 Wisconsin Emergency Medical Services (EMS) Funding Assistance Program Grant (FAP) from the State of Wisconsin Department of Health Services in the amount of $1,744,789.86. The purpose of the program is to enhance the provision of emergency medical services. This is a continuing grant that will be used to fund related emergency medical service training and equipment costs.
Body
Whereas, The Wisconsin Emergency Medical Services Funding Assistance Program is a formula-based grant program authorized by Wisconsin State Statute 256.12(4)(c) which provides funding to certain ambulance services that provide first-in 911 patient transport ambulance response to a particular geographic area; and
Whereas; Funds are disseminated via a State plan that consists of a two part formula payment that includes a base sum plus a factor service area population; and
Whereas, The City of Milwaukee Fire Department appears to be eligible for grant funds from the State of Wisconsin Department of Health Services for the Wisconsin Emergency Medical Services Funding Assistance Program Grant to support EMS training and equipment; and
Whereas, The operation of this grant project from 07/01/24 to 06/30/25 would allow expenditures of $1,744,789.86 entirely provided by the grantor; and
Whereas, the grantor approves unspent funds to be held in escrow for purposes allowed to be expended beyond the grant end date; therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the acceptance of the grant from the Wisconsin Department of Health Services is authorized and the Fire Department shall accept this grant without further approval; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2025 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled 2025 Wisconsin Emergency Medical Services Funding Assistance Program Grant:

2. Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project/Grant Levels; budget against these Project/Grant values the amount required under the grant agreement;
Further Resolved, That these funds are budgeted to the Fire Department which is authorized to expend from the amount budgeted sums for specified purposes as indicated in the grant budget and incur costs consistent with the award.
