Title

Resolution authorizing the Commissioner of Public Works to execute a State/Municipal Agreement with the Wisconsin Department of Transportation relative to the City’s local review costs associated with the reconstruction of the Mitchell Interchange.

Analysis

This resolution authorizes the Commissioner of Public Works to execute a project agreement with the Wisconsin Department of Transportation for local review costs associated with the reconstruction of the I-94 North-South Corridor, Mitchell Interchange.  Approval of the agreement will enable the project to be coordinated and reviewed using 100 percent Federal and/or State Aid for local review costs estimated to be $100,000.00.  Future cost agreements regarding the Mitchell Interchange will be drawn up in a Memorandum of Understanding with the Wisconsin Department of Transportation and submitted to the Council for approval.

Body

Whereas, The Wisconsin Department of Transportation (WISDOT) is preparing to reconstruct the Mitchell Interchange, generally including I-94 from approximately Howard Avenue south to city limits and I-94 west to South 27th Street commencing in 2009 and continuing through the end of 2016; and

 

Whereas, The Department of Public Works, as well as other City departments, will be expending time and effort in working with the WISDOT in Conceptual and Preliminary Design of the Interchange to coordinate and review its impacts on City streets and facilities in order to best protect the City’s and its citizen’s interests; and

 

Whereas, In preparation for construction activities to commence in 2009, the WISDOT has entered the Engineering stage of the project and the preparation of actual Construction Documents.  In order that these Documents accurately reflect the work that needs to be done and addresses the City’s interests and design standards, considerable staff review and engineering time will be required through the duration of the project activities; and

 

Whereas, We have estimated this effort to be in the $100,000.00 range and have asked the WISDOT for reimbursement of our costs in providing professional consultation, plan review, and project coordination; and

 

Whereas, The WISDOT has provided a STATE/MUNICIPAL AGREEMENT FOR A HIGHWAY IMPROVEMENT PROJECT I.D. NO. 1030-20-00, Mitchell Interchange (PROJECT AGREEMENT) that provides for 100 percent reimbursement of City of Milwaukee costs for Preliminary Engineering and State Review Services estimated to be $100,000.00; and

 

Whereas, The terms of the PROJECT AGREEMENT have been reviewed and found to be acceptable; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized to execute the STATE/MUNICIPAL AGREEMENT FOR A HIGHWAY IMPROVEMENT PROJECT I.D. NO. 1030-20-00, a copy of which is attached to Common Council Resolution File Number                      071594 and is incorporated in this resolution by reference as though set forth in full; and, be it

 

Further Resolved, That the City Comptroller is hereby authorized and directed to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project/Grant Chartfield values for the project (Expenditure), and transfer to these accounts the amount required under the PROJECT AGREEMENT and City Accounting Policy, but not to exceed a 10 percent increase of the total amounts reserved for the grantor share and local share or $5,000.00, whichever is greater, as follows:
