Analysis
Substitute resolution authorizes the Health Department to accept, and the 2024-2026 Epidemiology & Lab Capacity grant from the Wisconsin Department of Health Services in the amount of $5,248,663 with a City share of $0 and a grantor share of $5,248,663. The funding will provide support for the Health Department Laboratory’s work on sequencing and detecting COVID-19 and contributing to research and detection of treatment-resistant gonorrhea.
Body
Whereas, The City of Milwaukee appears to be eligible for grant funds from the Wisconsin Department of Health Services to sequence and detect COVID-19 and contribute to research and detection of treatment-resistant gonorrhea; and
Whereas, The operation of this grant program from August 1, 2024 to July 31, 2026 will cost $5,248,663 comprised of $5,248,663, or 100%, grantor share and $0, or 0%, City share; now, therefore, be it;
Resolved, By the Common Council of the City of Milwaukee, that the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it
Further Resolved, that the Commissioner of Health or their designee is authorized to execute the grant agreement for these funds; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant parent account of the 2024 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled Epidemiology & Lab Capacity 2024-2026:

2. Create the necessary Special Revenue Fund Grant and Aid Project/Grant and Project Levels; budget to these Project/Grant values the amounts required under the grant agreement; and be it
Further Resolved, That these funds are budgeted to the Health Department which is authorized to:
1. Expend from the amount appropriated sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
2. Expend from the 2024 grant budget funds for specific items of equipment; and,
3. Expend from the 2024 grant budget funds for training and out-of-town travel by departmental staff; and, be it
Further Resolved, That the Common Council directs that the 2024 Positions Ordinance C.C. File Number 230641, should be amended as follows:
