Title
A substitute ordinance to further amend the 2026 offices and positions in the City Service.
Analysis
This substitute ordinance changes the offices and positions in the following departments:
City Attorney, Common Council - City Clerk, Department of Community Wellness and Safety, Department of Compliance and Engagement, Comptroller, Department of Emergency Communications, Employes’ Retirement System, Fire Department, Health Department (Office of the Commissioner and Health Administration, Clinical Services Division), Municipal Court, Police Department, Department of Public Works - Operations Division (Fleet Services Section, Sanitation Section), Department of Public Works - Water Works

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Part 1, Section 1 of ordinance File Number 250699 relative to offices and positions in the City Service is hereby amended as follows:
Under Health Department, Clinical Services Division, amend footnote (HPS) to read:
(HPS) To expire 05/31/2027 unless the HIV Partner Services grant is extended.
Under Police Department, amend footnotes (N) and (Z) to read:
(N) Milwaukee Metropolitan Drug Enforcement Group Grant: Position authority for 1 Police Detective, 1 Police Officer, and 1 Police Sergeant to expire 12/31/2026 unless the Milwaukee Metropolitan Drug Enforcement Group Grant is extended. Grant funds approximately 27% of the positions.
(Z) WEM/STAC Analysts Positions 2024 Grant: Position authority for one (1) grant funded Intelligence Analyst position, one (1) Crime Analyst III position, and one (1) Police Services Specialist - Investigator position to expire on 6/30/2027 unless the Homeland Security WEM/STAC Analysts Positions 2024 Grant is extended.
Under Intelligence Fusion Center, add two positions of “Police Services Specialist - Investigator (0.5 FTE) (Z)”, add one position of “Crime Analyst III (Z)”, and delete one position of “Intelligence Analyst (Z)”.
Part 2. Part 1, Section 1 of ordinance File Number 250699 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 15, 2026 - July 5, 2026):
Under Health Department, Family & Community Health Division, delete one position of “Deputy Commissioner of Community Health (X)(Y)(MCH)(NBS)” and add one position of “Family and Community Health Director (X)(Y)(MCH)(NBS)”.
Part 3. Part 1, Section 1 of ordinance File Number 250699 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 17, 2026 - August 2, 2026):
Under City Attorney, Administrative Division, delete one position of “Legal Administrative Specialist - Senior” and add one position of “Legal Administrative Supervisor”; delete one position of “Legal Office Assistant - Lead” and add one position of “Legal Office Assistant Supervisor”.
Under Common Council - City Clerk, License Division, delete one position of “License Specialist II (Y)” and add one position of “License Specialist II (Y)(E)”.
Under Department of Community Wellness and Safety, delete one position of “Operations Manager” and add one position of “Community Wellness and Safety Deputy Director”.
Under Department of Compliance and Engagement, delete one position of “Equal Rights Complaints Liaison” and add one position of “Compliance and Engagement Deputy Director”; delete one position of “Administrative Specialist - Senior” and add one position of “Business Operations Specialist - Senior”; delete one position of “Racial Equity and Inclusion Coordinator” and add one position of “Compliance and Engagement Coordinator”.
Under Comptroller, General Accounting Division, delete one position of “Accounting Coordinator II” and add one position of “Accounting Services Supervisor”.
Under Department of Emergency Communications, delete one position of “Administrative Support Specialist” and add one position of “Administrative Specialist - Senior”.
Under Employes’ Retirement System, delete one position of “ERS Network Security Administrator” and add one position of “Information Cybersecurity Manager”.
Under Fire Department, Support Services Bureau Decision Unit, Construction and Maintenance Division, add two positions of “Youth Carpenter Apprentice (0.5 FTE)”.
Under Health Department, Office of the Commissioner and Health Administration, Clinic Operations, delete one position of “Clinic Office Coordinator (X)” and add one position of “Public Health Compliance Analyst (X)”.
Under Health Department, Clinical Services Division, Sexual and Reproductive Health Section, delete one position of “Public Health Nurse Supervisor (X)” and add one position of “Health Project Supervisor - SRH (X)”.
Under Well Women Initiative, delete one position of “Medical Assistant (X)(WWP)” and add one position of “Public Health Educator II (X)(WWP)”.
Under Municipal Court, Courtroom Proceedings, delete one position of “Municipal Court Clerk - Lead” and add one position of “Court Operations Supervisor”.
Under Court Services, delete one position of “Court Services Assistant - Lead” and add one position of “Administrative Services Supervisor”.
Under “Court Alternative Services, delete one position of “Court Social Worker Coordinator” and add one position of “Court Alternative Services Coordinator”.
Under Police Department, Budget & Finance Division, delete one position of “Accounting Coordinator I” and add one position of “Accounting Coordinator II”.
Under Department of Public Works - Operations Division, Fleet Services Section, Fleet Repairs, delete one position of “Vehicle Body Repair/Painting Technician 3” and add one position of “Vehicle Services Technician 4”.
Under Department of Public Works - Operations Division, Sanitation Section, Field Operations, delete one position of “Office Assistant IV”, delete one position of “Communications Assistant III”, and add two positions of “Communications Assistant IV”.
Under Department of Public Works - Water Works, Distribution Organization, Field Operations, delete five positions of “Water Repair Worker 3” and add five positions of “Water Distribution Investigator Helper 2”.
Part 4. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 5. The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 15, 2026 (July 5, 2026).
Part 5. The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 17, 2026 (August 2, 2026).
Part 6. This ordinance will take effect and be in force from and after its passage and publication.
