Title

Resolution authorizing and directing the Commissioner of Public Works to execute an agreement with the Wisconsin Department of Transportation for programming and construction of the improvement of West Loomis Road (STH 36) from South 51st Street to West Fardale Avenue with Federal and/or State Aid under the State Trunk Highway Program.

Analysis

This resolution authorizes and directs the Commissioner of Public Works to execute a project agreement with the Wisconsin Department of Transportation for programming and construction of the improvement of West Loomis Road (STH 36) from South 51st Street to West Fardale Avenue under the State Trunk Highway Program.  Approval of the agreement with the WISDOT will enable the project to be undertaken using 100 percent Federal and/or State Aid for preliminary engineering costs and approximately 99 percent Federal and/or State Aid for construction costs.  The estimated cost of the project is $11,000,000 which the City of Milwaukee’s construction share is estimated to be $75,000 and approval for construction will be in a future resolution.  City of Milwaukee engineering costs for plan review, which will be funded 100 percent by the City of Milwaukee, is estimated to be $15,000.

Whereas, West Loomis Road (STH 36) from South 51st Street to West Fardale Avenue is scheduled for reconstruction in 2009 as part of the Wisconsin Department of Transportation (WISDOT) State Trunk Highway Program; and

 

Whereas, The WISDOT will undertake the necessary preliminary engineering and plan preparation for the improvement; and

 

Whereas, The WISDOT has submitted an agreement to the City of Milwaukee for programming and construction of the project with Federal and/or State Aid under the State Trunk Highway Program; and

 

Whereas, Approval of the agreement by the WISDOT will enable the project to be undertaken with 100 percent Federal and/or State Aid for preliminary engineering costs and approximately 99 percent Federal and/or State Aid for participating construction costs, the City’s share of the construction cost being based on a ratio of on-street parking permitted which is approximately 1 percent, with participating City cost not to exceed a lump sum of $50,000, with items such as sidewalk and sanitary sewer costs being non-participating and funded 100 percent by the City of Milwaukee; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized and directed to execute the agreement for programming and construction of the improvement of West Loomis Road (STH 36) from South 51st Street to Fardale Avenue with Federal and/or State Aid under the State Trunk Highway Program, a copy of which is attached to Common Council Resolution File Number 051284 and is incorporated in this resolution by reference as though set forth in full; and, be it

 

Further Resolved, That the Comptroller is hereby authorized and directed to create within the Capital Improvement Fund, Grant and Aid Projects the necessary Project/Grant Chartfield Values for engineering review (State I.D. 2240-14-00) and transfer to this account the amount required under the grant agreement and City Accounting Policy but not to exceed a 10 percent increase of the total amounts reserved for grantor’s share and local share or $5,000, whichever is greater as follows:
